About Deputy Ministry of Youth Affairs

About two thirds (68%) of the Afghan population is under the age of 25. One third of the Afghan population is between 12 and 25 years old, an age group the Government of Afghanistan defines as the Youth. This vast population suffer from lack of basic facilities of life and livelihood opportunities. Government of Afghanistan is aware of the vulnerable situation of youth and understands that the peaceful and sustainable development of Afghanistan rests essentially on the ability of the young generation, youth concerns and initiatives have yet to be properly mainstreamed into policies. However, Deputy Ministry of youth Affairs is trying to support youth and help them in getting opportunities. In this effort, Deputy Ministry of Youth Affairs, Ministry of Information and Culture has established a workshop centre in its premises. The workshop centre conducts training and English and Computer classes for poor girls and boys of Afghanistan. The workshop centre is supported by UNDP, Afghanistan. The workshop centre trains youth through professional teachers in computers and English so that they can get better opportunities.

Job Summary

Under the direct supervision, guidance, leadership of the Deputy Ministry of Youth Affairs in Kabul, the incumbent is responsible to carry out the following tasks:

Duties and Resposibilities


• Selection of the peer educators and assist in providing the training as per the training manual
• Facilitate the formation of peer groups and ensure the group are functioning at the community level and sharing the information among each other
• Assist youth mobilize/counselor in providing counseling and information on RH issues to adolescents and youths;
• Responsible for the establishment of youth corner, assign the PE and put in place a proper monitoring mechanism to track the activities.
• Organize important national and international events in collaboration with the relevant project officer.
• Organize the meeting with peer educators, parents and government officials on regular basis to discuss the program implementation
• Provide support and necessary feedback to the peer educators and peer group members on regular basis based on their performed activities and performance
• Organize the awareness raising activities among adolescents and youths on adolescent sexual and reproductive health to make them aware of.
• Prepare and submit monthly/annual work plan and also monthly/quarterly and annual programme to UN FPA through DMOY
• Ensure adequate supply of IEC/BCC materials and appropriate use of materials in YIC, and in Youth Corners
• Establish the institutional linkages with various resource institutions, civil societies/partnering institutions, and NGO to enhance the technical and managerial capacity of youth center in implementing program
• Coordinate national responses in terms of programme, resources needs and management needs particularly in project focus area SRH of adolescents and youths;
• Undertake on-site visits and observations of activities done by PEs under this program and provide the necessary supports and inputs to them for betterment of performance
• Coordinate with CO/relevant ministry to organize capacity building programme for the staff
• Supervise center staff and monitor their activities and give the feedback to them
• Participate the related meeting organized by DMoYA
• Involve in the development and revision of the various training packages and other educational materials
• Assist the DMoY in recruitment and establishment of Youth Center in the provinces and train them accordingly
• Liaise and coordinate administrative and security issues with the country office/related ministry
• Any other task assigned by his/her supervisor

Qualification

ï‚§ At least graduated from High School.
ï‚§ Analytical capacity and experience in program evaluation/review and needs assessment.
ï‚§ Previous experience in project management and proven skills of coordination with multi partners of government, NGOs and UN agencies.
ï‚§ Strong oral and written communication skills, advocacy and negotiation skills, professional experience in developing reports and concept notes on youth activities;
ï‚§ Fluency in English, Pashto and Dari languages.
