AIHE Considering the present situation of Afghanistan and keeping in mind the role of education and the millennium development goals (MDGs) and in the Afghan National Development Strategy (ANDS), education is one of the most important goals of the government Islamic republic of Afghanistan (GIRA) in private and public sector.


In response to the increasingly rising demand for high quality education in Afghanistan, and the development and delivery of capacity building and enhancement courses for different entities, ALFALA Institute of Higher Education is established in 2011 as of private higher education in Afghanistan.


Job Summary

Reporting to the Vice Chancelor, the Head of HRM, Admin and Coordination will be responsible for the over all management of HRM and administrative jobs including logistic and procurement.

Duties and Resposibilities

1. Manage and advise on all the activities related to Human Resources management and coordination of the Alfalah Institute of Higher Education.
2. Oversee the duties of the Human Resources, ensuring that Human Resources rules and regulations are followed. Support the HR staff in the execution of their duties
3. Review all HR draft memos, Terms of References, Vacancy Announcements, and Contracts, attendance of all the staff and preparation of the payroll.
4. Developing and coordinating, in association with Recruitment process, approve the description of duties and responsibilities and the job classification.
5. Provide direction and guidance to the Staff & monitoring the staff and evaluating after probationary period, along with annual performance appraisal.
6. Oversee the duties of Training head, training plans and facilities are provided as and when required to Staff and that training reports are completed in a timely manner, and review them before they are passed to the VICE Chancellor.
7. Ensure that all Alfalah Institute of Higher Education staff adheres to the HR rules and regulations.
8. Supervise the routine Human Resources coordination meetings.
9. Monitor and supervise the work of the officers in Human Resources and Admin Department, and provide direction to any changes and reform processes.
10. Supervise, and assist where appropriate, the Managers in the development of Human Resources/Training Guidelines and Policies, and supervise their effective and efficient implementation.
11. Delegate tasks to his/her subordinates to take effective, efficient and timely action.
12. Review and audit staff performance, and recommend for incentives or advice on further improvements in connection with HR laws HR code of conduct and staff appraisals.
13. Support all administrative jobs including procurement.
14. All operations of the administration and procurement should be adhered to specified policies and procedures.
15. Any other duty assigned by the supervisor.

Qualification

• MBA-HRM/MBA-Management or equivalent.
• Experience in HRM and administrative jobs.
• Experience and knowledge of HR practices, including recruitment and hiring.
• Career Management theories, methodologies and systems
• Good Communication/ Interpersonal and writing skills
• Good organizational skills, ability to think ahead, manage, priorities, and track multiple tasks/projects.
