Background:The purpose of the Regional Afghan Municipalities Program for Urban Populations (RAMP UP) is to create effective, responsive, democratic, transparent, and accountable municipal governance in the fourteen provinces that comprise the International Security Assistance Force’s (ISAF’s) Regional Command East. RAMP UP - RC EAST will: (1) increase the capacity of the Government of the Islamic Republic of Afghanistan (GIRoA) municipal officials, (2) markedly improve the delivery of municipal services to citizens in target municipalities, and (3) increase municipal capacity to enable, support, and sustain economic growth. As a result of the RAMP UP- EAST, Afghan citizens will receive better services, understand the responsibilities of municipal leaders, play an active role in the municipal decision-making process, and see local governance structures as legitimate.
General Objective:
Assistant Surveyors in RAMP UP EAST will work under direct supervision of Municipal Team Leaders and will be responsible to conduct survey of available properties in the municipalities including measuring, recording and filling up the survey instrument with needed data. Daily plan for survey will be developed with GIS technician, municipal counterpart, and team leader and assistant surveyors will execute them. Surveyors will also help in data entry of the collected data in database systems.
Duties and Resposibilities
Specific Objectives and Duties:The Assistant Surveyor will perform the following functions, but not limited to:
• Understand daily/weekly survey plan;
• Conduct house to house or property to property survey and fill up survey instrument with needed data;
• Measure house, boundary wall and others and note the length and width in the survey instrument;
• Enter completed survey data in database systems;
• Verify and edit entered data with survey document; and
• Any other relevant tasks assigned by the Team Leader.
Qualification
Qualifications:• Minimum High School (12th grade) graduate or higher degree in related field is highly preferred
• At least 1 year of similar experience.
• Prior work experience in property registration is preferred.
• Strong preference will be given to local provincial candidates.
Reporting: The Assistant Surveyor will report to the Municipal Team Leaders.
