The Government of the Islamic Republic of Afghanistan has received a grant from the World Bank toward the cost of achieving Sustainable Development of Natural Resources in Afghanistan. The Project is being implemented through a Program Management Unit (PMU) within the Ministry of Mines

Job Summary

The Ministry is now seeking a well qualified individual consultant with some industry and/or Government experience for the position of Economic Adviser for the Inter Ministerial Commission (IMC) Secretariat. The initial duration of the assignment is for one year with possible extension by mutual agreement. The role of the IMC is to;

Duties and Resposibilities

1.Monitor the bidding process of small and medium scale mining Contracts,
2.Approve the medium size mining contract,
3.Grant exemptions from surface rent as per the provisions of this Law,
4.Approve the royalty rate of mining operations as per Article 87 of this Law,

The Economic Adviser will reside in Kabul and have the following responsibilities:
1.Provide economic advice and secretarial services for the IMC
2.Provide economic advice for various technical reports submitted to the IMC
3.To conduct own research into areas of economics as and when required
4.Review of the documents submitted to the IMC by the MoM and providing expert inputs from economical point of view
5.Other related duties as necessary and/or directed by the client.

Deliverables

As part of the IMC Advisory Team the following has to be provided by the consultant:

Monthly reports on activities undertaken during the period to his/ her supervisor.
Timely and sound economical advice to the IMC
Contribute to a draft policy paper clarifying the roles, functions and responsibilities of the IMC for approval by the Commission.
Design a relevant training program for the IMC focusing on economical roles and responsibilities of the Commission.

Qualification

Professional qualifications must include a degree in economics or other relevant disciplines.
1 to 3 years of work experience in the relevant field;
Working knowledge of the World Bank economic and procurement standards would be an advantage
Fluency in spoken and written English & Dari
Excellent communication and interpersonal skills, particularly on governmental levels
Ability to work effectively in a multi-ethnic and multi-cultural environment
A sound knowledge of Microsoft Office applications
Proven ability in establishing good network across a range of government and public agencies
