About General Directorate of Programs' Design and Management
-The Government of the Islamic Republic of Afghanistan (GoA) is now preparing to undertake increased levels of ownership in the management of key development programs and greater spending on-budget. At 2010 International Conferences on Afghanistan in London and Kabul, development partners indicated their willingness to channel at least 50 percent of development aid through Afghanistan’s core budget within two years, and the Government committed to improve the rate of development budget execution. The need for greater capacity within government and the need for institutional reform contribute to the currently low budget execution rates.The CBR Project, facilitated by the World Bank, is based on a concept developed and led by the Afghan Government. Under the CBR, select line ministries will lead and be responsible for developing and implementing holistic reform plans which will include rigorous and measureable results. Those ministries that do so will, in return, receive funding to support and implement the reforms. The project seeks to provide a mechanism through which high-capacity staff can be attracted into and retained within the core civil service. A key feature of the program is the creation of a senior civil service cadre, along with the training of several hundred management interns to become future civil service managers. Pushing these skilled managers and technicians down to the provincial level will be a key part of the reform program in each line ministry.
The project would support the government’s effort to improve the capacity and performance of core line ministries. The grant would help finance the costs associated with (i) technical assistance for preparation and implementation of capacity building programs; (ii) recruitment of managerial, common function and professional staff for key positions in selected line ministries; (iii) a management internship program; (iv) training of civil servants; and (v) project management, monitoring and evaluation.
Job Summary
Role (Job Description):The IARCSC CBR PSU Head would be stationed in the IARCSC/GDPDM (General Directorate of Programs Design and Management) to (1) coordinate the daily implementation of the components under the IARCSC’s responsibility and (2) to ensure coordination between institutions and project components through regular liaison with the head of the MOF/PSU. The scope of this responsibility focuses principally on daily implementing operations according to agreed annual work plans (Implementation Progress), and assuring that financial resources are employed according to agreed financial management procedures (Good Governance).
Duties and Resposibilities
i. Engaging technical and professional staff of the IARCSC responsible for the IARCSC components;ii. Ensuring coordination between IARCSC activities under the project and the MOF/PSU activities, including through participation of regular Operations Committee meetings.
iii. Preparing consolidated annual work programs and budgets for the IARCSC components with the IARCSC management team;
iv. Assuring that sufficient resources are made available to IARCSC to permit it to implement its components in a timely manner;
v. Assure that adequate staffing is in place for the monitoring and periodically evaluating IARCSC component performance in achieving agreed results, and its use of resources provided;
vi. Recommend to IARCSC management and the Steering Committee remedial measures as required to maintain the strategic focus/intent of the IARCSC components;
vii. Preparing technical periodic status and evaluation reports for the IARCSC, the Ministry of Finance and the CBR Steering Committee on the IARCSC components.
Results expected
1. An effective managing and implementation system is in place.
2. Confidential follow through on action items to produce results as expected preserved.
3. An effective coordination mechanism b/w IARCSC and MoF/PSU activities maintained.
4. An appropriate reporting system established.
Accountabilities (Reporting Obligation): To fulfill this role, the IARCSC CBR PSU Head would report to the Director General of GDPDM and through him to the Chairman of the IARCSC.
Qualification
1. A Master Degree with progressively senior levels of the public services (exceeding 3 years), in fields of planning, budgeting, institutional organization and management or a Bachelor Degree with 5 years of working experience in the same field. Professional working experience with donors and international agencies at an operational, and possibly strategic and programmatic, level is considered as an asset.2. Have good Communication skills both written and verbal in Dari, Pashto and English languages.
3. Computer skills in MS. Office are required.
