About Afghan Women Network
The Afghan Women representatives gathering at ACBAR office in Peshawar Pakistan brought the idea of establishing a platform where Afghan Women could share their observations and concerns as well as find ways for solving them. With all this reasons the idea of establishment a Network where women’s issues could be discussed in details was born.After the United Nations fourth World Conference on women in Beijing-china, which was attended by a group of Afghan women from various organizations and UN agencies, the idea of establishing a network to promote unity and cooperation among Afghan women, was formed. Inspired by women’s movement in different parts of the world, in 1995 the participants along with other Afghan women decided to establish the Afghan Women’s Network (AWN).
The Afghan Women’s Network (AWN) is a corn stone of Afghanistan’s fledging women’s movement, serving as a well-established network for the growing number of women’s organizations operating in the country. AWN has had a strong presence in Kabul, Herat and Jalalabad, while also working through local partners in several Afghan provinces. AWN fulfills the function of a network of organizations, as well as undertaking its own projects addressing issues such as gender-based violence, youth empowerment and girl’s education.
Job Summary
Finance manager is responsible for all financial management and responsible overall duties and responsibilities that are mentioned below,Duties and Resposibilities
Have close contact with banks for balance confirmation, money transfers, funds confirmation exchange rates and other legal documents which is required by donor or any ministry.Maintain financial records of head office on daily and branch offices on monthly basis.
To ensure the monthly reconciliation of expenditure, movement schedule (cash &bank) balances payments, statements and other day to day transactions and reports.
To ensure the proper financial monitoring system of branch offices regarding their expenditure against budget and as well as their future forecasting.
To ensure the data gathering from branch offices at the end of the every month.
Record the entrys of all transactions into QuickBooks regularly to make sure all transactions are recorded accurately and coded to the right cost code.
Ensure that all transaction is compliance with donor, IAS and financial policies and procedure of AWN requirements.
Ensure correct implementation of AWN financial procedures regarding expenditure wise, payment wise and transfer to the third party.
Ensure correct implementation of internal controls and report to the management in case of management.
Prepare project budgets and annual budget of AWN.
Draft and amend financial policies and advise the management accordingly
To monitor the payroll system regarding average exchange rate wise, deduction of salary tax as per the labour law of Afghanistan and finally deposit into custom department and proper disbursement of salary to the staff.
Prepare monthly, quarterly and annual financial reports as per the donor and management requirement.
Co-ordinal and maintain a cash forecasting system to ensure that adequate funds are available to meet the working requirement of the Head office.
Verify payment request, all financial transaction and confirm that they meet the required procedure and confirm budget availability. Ensure that all relevant supporting documents and records are maintained.
Verify the monthly budget vs. actual reports of all AWN’s projects and give necessary recommendation to program units and the management on the expenditures of every project
Ensure that all the taxes should be deducted properly e.g tax of salary, tax on supplies and services and tax on house rent and it should be deposited within due time in government treasury.
To ensure the annual tax returns preparation and will be submitting on yearly basis to the ministry of finance.
To ensure the Bi annually preparation and submission of Ministry of Economy report on time.
Ensure to conduct the external audit of the organization on yearly basis and project audit or other assessment required by donor agency.
Have a proper communication with donor agency and other departments regarding their requirement , fixing their queries and making revised reports.
Being a network finance manager, having a close contact with partners NGO’s making their pre contract assessment and reporting to the management. Prepare the financial terms of the contract.
Conducting post contract reviews of partner NGO’s and financial monitoring on regular basis.
To ensure proper documentation received from partner NGO’s as per the financial guidelines provided by AWN finance department and based on the documents discussed with them their queries and work with fixing the queries.
To make proper communication with donor, partner and branch offices.
Supervise the finance team and participate in Capacity Development Activities of Finance Staff.
Results expected:
Action plan implemented
On time preparation of budget and allotments
Computerized financial system is in place
Proper cash forecasting system is in place
Better cooperation and more timely coordination with Ministry of Finance
Transferring knowledge to counterpart staff.
Audit requirements easily met.
Administrative and Financial procedures and financial reports are in place
Qualification
BA in accounting or partially qualified Chartered Accountant/ ACCAMA in finance or commerce is an advantage
At least four years of relevant experience at the national or international level in providing Finance advisory services.
Experience in the usage of computers and office software packages (MS Word, Excel, etc) and experience in handling of web based management systems.
Able to demonstrate proficiency in QuickBooks software
Fluent in English language and national languages (Dari/Pashtu)
