About Ministry of Finance
The Government of the Islamic Republic of Afghanistan (IRA) has received financing from the World Bank towards cost of the Public Financial Management Reform Project (PFMR) and intends to apply part of the proceeds for consulting services. The overall goal of the PFMR project is (i) develop an efficient and effective public financial management system; and (ii) develop the human resource capacity of the MOF and CAO to ensure better operation of public financial management.Job Summary
Procurement Policy Unit (PPU) as Regulatory, Monitoring and Policy Maker body is mainly focusing on the Legal & Regulatory framework, Capacity building, Institutional Development and Procurement Management Information System (PMIS). Its objective is to establish and ensure continuity of a transparent, accountable, efficient and effective IT based Public Procurement System in the country, based on sound legal and institutional frame work where all the public procuring entities have fully developed capacities to perform their full procurement functionThe objective of this consultancy services is to provide technical support to the Procurement Department/entity of the Line Ministries mainly in areas of a, establishing an efficient, effective and sustainable procurement capacity within the Ministry and b, establishing the systems and procedures and capacity to monitor the implementation of procurement procedures as described in Public Procurement Law & Rules and the relevant loan, grant or credit agreements with the donor.
The consultant will work in close collaboration with Procurement Department
Duties and Resposibilities
1. To assist and enable Procurement department with procurement of goods, works and services so as to minimize time delays, through establishing and operationalising internal control system of procurement decision making and delays alert and management system.2. Ensure that the government or the Donors procurement procedures as described in the Loan/Grant/Credit Agreements, are fully complied with at all stages for procurement of goods, works and services under the Project;
3. Ensure Procurement staffs are trained and the procurement guidelines are systematically used and implemented.
4. Establish, monitor and regularly update the Procurement Plans in coordination with the work plan and time schedule of the Projects.
5. Assist the Procurement Director through coaching and advise on daily management issues affecting procurement of the Project;
6. Coach, mentor and undertake trainings for the Procurement Staff so that they can gradually undertake procurement responsibilities independently;
7. Prepare models and advice on structure(s) and methodology for efficient procurement of goods, works and services at both local and international levels;
8. Ensure reporting system and formats for procurement are in place and complied to by the ministry and its partners;
9. Ensure transparency is maintained in overall procurement and transactions under the project;
10. Prepare/Consolidate regular procurement reports according to agreed formats and procedures and coach the counterpart staff on preparation of such reports;
Qualification
Education: Bachelor degreeLanguage: The candidates should be fluent in spoken and written Dari, Pashto and English
Experience: At least 4years experience in procurement preferably of the rules of Procedures for public procurement in Afghanistan and World Bank Procurement guidelines.
