1. General Background of Project / Assignment(Brief description of the national, sector-specific or other relevant context in which the individual contractor will operate)
The United Nations Office for Project Services (UNOPS) in Afghanistan is responsible for implementing a number of projects on behalf of the Government of Afghanistan and the aid donor community. The Afghanistan Operations Centre (AGOC) has been set up as an organizational mechanism to deliver a range of projects for which UNOPS has been designated as the Implementing Agency.
The National Rural Access Program (NRAP) is one of the most important National Priority Programs (NPP) of the Islamic Republic of Afghanistan. The primary focus of the program is the rehabilitation, (re-) construction and maintenance of the rural roads network in all 34 provinces of the country and is funded by different donors, including the WB, EC, DFID, JSDF and USAID.
The primary function of the National Rural Access Program NRAP-MPW and MRRD Units is to assist the government of Afghanistan in the rehabilitation of rural transportation infrastructure for the Ministries of Public Works (MPW) and Rural Rehabilitation and Development (MRRD) through the provision of quality engineering services and accountable management for the program, and to build the MPW and MRRD counterparts capacity to plan and manage similar projects in the future. The project geographical areas can cover all provinces in Afghanistan.
The current component under NRAP is the National Emergency Rural Access Program (NERAP). The targets under NERAP are (a) to accelerate the capacity building initiatives within the MPW and MRRD, (b) the rehabilitation and reconstruction of around 2000kms of selected secondary and tertiary rural roads, (c) the implementation of the Ministries rural roads maintenance strategy, including emergency repair works, (d) provision for environmental and social management plans, monitoring and maintenance, and (e) project implementation support for both works and non-works.
UNOPS’ responsibility as the IC for NERAP is to provide technical assistance to the Programme Implementation Units (PIUs) of the two executing Ministries (MRRD & MPW) through quality assurance, overall project governance services and capacity building to national consultants and civil servant counterparts.
UNOPS’ responsibility as the IC for NERAP involves the provision of HR services to the Ministry of Public Works (MPW). For this UNOPS is recruiting national consultants to fill positions with the MPW Program Implementation Unit (PIU).
Job Summary
The Surveyor works under the overall guidance of the Regional Engineer in coordination with the Senior Surveyor in Kabul with technical guidance from the CTA of the NERAP/MPW. The Surveyor in general is responsible for the preliminary technical work on a project site and conducting surveys pre-during and after constructionDuties and Resposibilities
Specific responsibilities and duties include but are not limited to;• Carrying out preliminary surveys for selected roads as per programme plan, this includes visual survey, photos, map checking and site visits.
• Planning and conducting engineering surveys for the selected roads, structures and civil works, including topographic surveys and recording all site related details.
• Checking the layout of the structures e.g. centre line, culverts, bridges etc.
• Formulate a topographic survey for project sites using TOTAL STATIONS equipment, and monitoring related aspects after construction.
• Conducting post-construction survey and ensuring the construction/design is in accordance with the BoQ.
• Building the capacity of surveyors in the regional offices in the use of survey equipment and surveying, in collaboration with the Regional Engineer.
• Responsible for ensuring surveying equipment is well maintained and in good working condition.
• Co-ordinate with the Bridge and Roads Design Units, and other units as applicable, to ensure dissemination of surveying data.
• Mentoring and building the capacity of MPW Civil Servant Counterparts.
• Frequent travels to project sites in all provinces of Afghanistan, and supervise survey team and field work.
• Perform any other duty in line with this TOR as required by the Regional Engineer and/or Senior Surveyor.
- Weekly meetings with Regional Engineer reporting on the progress of work
- Ad-hoc and regular communication with the Regional Engineer and Senior Surveyor regarding work plan and activities.
- Timely and accurate submission of final surveying report for project sites.
- MPW Civil Servant Engineer counterparts demonstrate an increase in technical expertise and skill.
4. Final Product
- Complete and accurate survey data relating to pre and post construction for all project sites.
The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.
Qualification
a. Education (Level and area of required and/or preferred education)- Bachelor Degree in Civil Engineering or similar field required.
b. Work Experience
(List number of years / area of required work experience. Clearly distinguish between required experience and experience which could be an asset.)
- At least 2 years experience within the engineering field
- At least 2 years experience as a surveyor in a large scale roads construction project.
- Highly skilled in the use and operation of the latest survey equipment, levelling instrument, Theodolite, Electronic distance meter, TOTAL STATION, GPS, Clinometer’s etc.
- Ability to converse easily in English, both verbal and written. Fluent in both Dari and Pashtu, verbal and written.
- Demonstrated ability to training and build capacity of counterparts.
- Strong attention to detail and patience.
- Ability to overcome challenges and work in difficult work environments/conditions.
- Be able and willing to travel to all provinces and remote location in Afghanistan, including volatile and insecure areas.
