1. General Background of Project / Assignment(Brief description of the national, sector-specific or other relevant context in which the individual contractor will operate)
The United Nations Office for Project Services (UNOPS) in Afghanistan is responsible for implementing a number of projects on behalf of the Government of Afghanistan and the aid donor community. The Afghanistan Operations Centre (AGOC) has been set up as an organizational mechanism to deliver a range of projects for which UNOPS has been designated as the Implementing Agency.
The National Rural Access Program (NRAP) is one of the most important National Priority Programs (NPP) of the Islamic Republic of Afghanistan. The primary focus of the program is the rehabilitation, (re-) construction and maintenance of the rural roads network in all 34 provinces of the country and is funded by different donors, including the WB, EC, DFID, JSDF and USAID.
The primary function of the National Rural Access Program NRAP-MPW and MRRD Units is to assist the government of Afghanistan in the rehabilitation of rural transportation infrastructure for the Ministries of Public Works (MPW) and Rural Rehabilitation and Development (MRRD) through the provision of quality engineering services and accountable management for the program, and to build the MPW and MRRD counterparts capacity to plan and manage similar projects in the future. The project geographical areas can cover all provinces in Afghanistan.
The current component under NRAP is the National Emergency Rural Access Program (NERAP). The targets under NERAP are (a) to accelerate the capacity building initiatives within the MPW and MRRD, (b) the rehabilitation and reconstruction of around 2000kms of selected secondary and tertiary rural roads, (c) the implementation of the Ministries rural roads maintenance strategy, including emergency repair works, (d) provision for environmental and social management plans, monitoring and maintenance, and (e) project implementation support for both works and non-works.
UNOPS’ responsibility as the IC for NERAP is to provide technical assistance to the Program Implementation Units (PIUs) of the two executing Ministries (MRRD & MPW) through quality assurance, overall project governance services and capacity building to national consultants and civil servant counterparts.
UNOPS’ responsibility as the IC for NERAP involves the provision of HR services to the Ministry of Public Works (MPW). For this UNOPS is recruiting national consultants to fill positions with the MPW Program Implementation Unit (PIU).
As part of its responsibilities UNOPS will appoint a National Hydraulic Engineer who will report directly to the Chief Technical Adviser. This reporting line will be amended once the full Design Technical team is in place.
Job Summary
Under the supervision of the Chief Technical Advisor, the Hydraulic Engineer will provide assistance, supervision and mentoring to NERAP/MOPW Engineers and civil Servant counterparts in all aspects of NERAP’s projects. The Hydraulic Engineer will have a sound knowledge of water effects on flood plains, ground and surface runoff, and precipitation, in order to providing analysis and modeling.Duties and Resposibilities
Specific ResponsibilitiesThe Hydraulic Engineer will be an integral member of the NERAP/MOPW Technical Design Unit. Specific responsibilities and duties will include, but not be limited to;
• Preparation of methodology for hydrological analysis and report preparation
• Preparation of hydrological analysis and reports for bridge and road projects
• Analysis of watershed runoff, channel analysis, floodplain delineation, erosion and sedimentation analysis, statistical analysis for flood frequency, and ground water and reservoir system analysis and modeling.
• Conduct site missions for doing hydrology surveys together with the road and bridge survey team; bring reality data from the site
• Analysis and preparation of hydrological reports based on the available data from site and USGS resources
• Review and check the contactors’ hydrological analysis and report
• Give instruction to contractors for preparation of the hydrological analysis and report
• Ensure the contractor’s hydrological analysis and reports meet the standards
• Prepare written and oral reports, and make suggestions and recommendations for inclusion of hydrological study findings in the reports.
• Carry out hydrology-related study procedures for assigned projects
• Monitor the implementation of the works by conducting site visits and provide guidance for improvement and good results.
• Perform any other duty in line with this TOR as required by the CTA.
• Prepare the methodology of hydrological analysis and report preparation
• Prepare hydrological analysis and reports for bridge and road projects
• Contribute as necessary to the Final report for NERAP-MOPW; highlight remaining challenges and propose solutions.
• Produce sound analytical and modeling reports
• Provide sound designs for the road and bridge design engineers
The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.
Qualification
a. Education (Level and area of required and/or preferred education)• Bachelor’s Degree in Hydraulic Engineering, Water Resource Engineering, Environmental Engineering, Civil Engineering specialising in Hydrology or a related field required.
b. Work Experience
(List number of years / area of required work experience. Clearly distinguish between required experience and experience which could be an asset.)
• A minimum 4 years of progressively responsible experience in Hydraulic Engineering or related field
• Professional experience in conducting water modeling and experience working with Flo-2d, HEC, HEC 1, HEC RAS, HEC-GEORAS, HEC-HMS, Flow Master, Global Mapper and Storm CAD
• Experience with AutoCAD is desirable
• Expertise in stochastic and catchment hydrology desirable
• A good basic knowledge of probability theory and statistics
• Experience in GIS applications

• Be a good mentor, capable of working with others in a participatory and capacity building manner.
• Ability to achieve goals and meet deadlines while working on multiple tasks
• Highly motivated and self-directed in advancing complex projects
• Ability to gather, understand, and critically analyze relevant hydrological data from all available sources
• Have good analytical, writing, and communication skills.
• Knowledge of MS Office.
• Willing and ready to travel extensively to visit project sites.
• Be thoroughly proficient in written and spoken English.
• Willing to travel all over Afghanistan for data collection
• Knowledge of one of the local languages would be an advantage.
• Be a self-motivated, versatile and adaptable to different cultures and people
