About HealthNet TPO

The merged foundation HealthNet TPO is a Netherlands based not for profit, non-governmental organization founded on the principle that access to affordable quality health care is a basic human right. It works in 18 low-income countries that have to cope with severe devastation of their health systems due to war, disaster and poverty. The aim of the organization is improving the quality of life of vulnerable people by empowering them to manage their own health situation and by increasing their self-sustainability and independence. HealthNet TPO works with interdisciplinary professionals to develop and implement innovative, culturally appropriate, evidence based public health interventions with a focus on: the mental health and psychosocial situation, disease control, innovative approaches for development of health systems and health financing schemes.

HealthNet TPO implements three cluster of activities a) Malaria Control Program in 10 provinces, b) Health Care Support Program in two provinces and c) Mental Health Program in seven provinces. HealthNet TPO believes in more innovative culturally appropriate approaches that are developed in close collaboration with the community. The programs are mainly managed by the national staff while technical supporting and back stopping is provided by expatriate staff from HQ of HealthNet TPO Amsterdam and short term consultants.

Job Summary

To Assist Finance Department

Duties and Resposibilities

Responsibilities

Duties:
• To ensure proper preparation and handling of financial documents.
• To ensure safekeeping, exchanging and timely and accurate distribution of project money
• To ensure proper administration of staff payrolls.
• To ensure proper monthly computerized financial administration, bookkeeping, payrolls.
• To check and control the receipts from stand point of role and regulation and procedures.
• To ensure accurate checking , accounting and filling of documentation of all financial transaction.
• To ensure proper coding of receipts.

Tasks & Responsibilities:

• To keep the keys of the safe.
• To distribute money upon request, signed by the program manager, and check whether this money doesn’t exceed estimations and /or regulations agreed upon with concerned employees.
• To ensure proper balance in the safe of money needed in different currencies.
• To execute exchange of currencies in the open market, if needed, after proper assessment of different rates.
• To prepare payrolls ad other standard computer-forms.
• To settle all monthly advances with staff member of provincial office.
• To prepare daily cash book balance report and inform finance manager daily about cash balance in the safe.
• To accurately record all financial transactions in cashbooks in excel files in the computer.
• To prepared the monthly bookkeeping including cash book (afghanis, rupees and dollars) and payroll.
• To accurately code all receipts, clearly mentioning (account code, cost center, journal, period, receipt number).
• To accurately check all receipts on (date, description, amount in currency) should be marked by highlighter.
• To file all bookkeeping documents and reports in an organized and accessible way.
• To work late if necessary.
• To accomplish any other tasks assign by his line manager

• Provide monthly activity plan
• Provide monthly activity report to the PM.
• Attend staff and other related meetings as required

Qualification

• High school graduated, DBA or higher education is an advantage
• Two years of work experience in Finance field
• Capability to prepare payroll
• Good knowledge of computer MS Officer packages.
• Good communication, analytical, inter personnel and follow up skills
• Hard working and flexible mentality
• Be respectful and proper attitude
• Graduated from a recognized high school or higher education and two years relevant experience.
● Familiar with English language and having computers knowledge (MS office)
● Manage cash book and advance.
● Local resident will be preferred.
