Job Summary

Property Manager will oversee TAF/AG property, including office, residences, and other rental property, in cooperation with the Director of Administration. The Property Manager will be responsible for oversight of TAF inventory, lease agreements, and all repair/maintenance (General Service) related issues as well as to assist the Director of Administration in over all property functions including space allocations. He/she will be responsible for all record-keeping, tax payments, and legal registrations related to property. The Property Manager will also be responsible for development and implementation of a short- and long-term repair and maintenance schedule, including for generators. He/she will also oversee the Front Desk, and the availability and tracking of office supplies.

Relationships

Internal: Frequent contact with all Foundation staff on general service and maintenance matters.

External: Regular contact with landlords and other service providers on related issues. Periodic contact with Government offices related to registrations and taxes.

Duties and Resposibilities

• Over all managing operations and management including supervising and mentoring the lease agreement status, general service for TAF premises, inventory on TAF properties and providing assistance of Front Desk and maintaining high-quality property management systems as per the established standards, policies and procedures.
• Work closely with the Director of Administration in recommending, developing, instituting and implementing property and inventory related systems, policies and procedures.
• Keeps track of new legislative acts and/or amendments to existing laws of Afghanistan that relate to overall of lease and tax issues.
• Ensures timely payment of taxes related to property lease agreements.
• Recommends necessary actions to ensure that TAF meets all legislative requirements of Afghanistan applicable to overall issues mentioned in above task.
• Supervise, delegate and monitor staff to coordinate and implement service to TAF office and projects.
• Ensures that all facilities for office and residences are in working condition.
• Ensure that the timely report on maintenance is updated and ensure the availability of accurate Administration information, filling and documentation as necessary.
• Oversee the managing of TAF offices and residences and guiding maintenance and monitor the contract’s standard services.
• Develops and implements short and long-term repair and maintenance plan for the office and residences.
• Identifying and renting the appropriate residential properties. Negotiate leases and formalize the lease agreements and amendment of lease as applicable.
• Finalize relevant service and maintenance contracts and maintains a record of all related TAF service contractual documentation.
• Communicate and provide information to Home Office on updated Lease agreements, Fixed Asset Acquisition and disposal of equipment.
• Oversee inventory management and updates, including monitoring and mentoring staff on inventory and grantee’s inventory for assets and supplies. Monitoring the material follow up, investigating into lost/missing material and inputting information into the Asset control system.
• Ensures quarterly physical verification of equipment and other fixed assets on the inventory list, including accurate numbering, etc.
• Schedules, supervises and participates in the performance evaluation of the subordinate staff.
• Other duties as assigned by Director Administration and Designate as required by the position.

Qualification

• Bachelor Degree or equivalent relevant experience.
• 5-7 years experience in property management field as well as in maintenance and general services with a national or international organization.
• 4-5 years experience at management level in property management, with experience in international organization preferred.
• Excellent organizational skills with a detail-oriented outlook.
• Excellent interpersonal skills and documented experience working with multinational colleagues.
• Excellent oral and written communication skills in English, Pashto and/or Dari.
• Good computer skills, including competence in word processing, excel, and internet/e-mail.
• Demonstrated ability to work effectively in collaboration with colleagues in a complex and rapidly changing environment.
• Negotiation and decision making skills.
• Ability to work unsupervised with minimal guidance.
