Duties and Resposibilities

BACKGROUND
EQUIP (Education Quality Improvement Program) is a national program of MoE supported by IDA (international Development Association) of World Bank and ARTF Afghanistan Reconstruction Trust Fund. It was designed and started in 2004 by World Bank based on its international experience from its engagement in similar contexts. The achievements made under the Emergency Project and ongoing EQUIP in a very short time have spurred substantial progress in access to education. It has been divided in two rounds EQUIP I that was implemented only in 9 provinces and EQUIP II which is more comprehensive in terms of coverage (in 35 provinces including Kabul city), fully aligned with the government’s strategy in education.

EQUIP II PROGRAM OBJECTIVES
The objective of EQUIP II is to increase equitable access to quality basic education especially for girls through school grants, teacher training and strengthened institutional capacity with support from communities and private providers.
The project development objective is to increase equitable access to quality basic education especially for girls, expected project benefit for 7 million children including 3 million girls among them; therefore it is imperative that MoE gives significantly more emphasis to Gender at all levels.

In response to achieve the above objective EQUIP is committed to have a qualified Gender coordinator in order to achieve the maximum requirements of the program in all aspects of three components (Quality Enhancement Grant, Infrastructure, Teacher training).

The Gender Coordinator will be based in EQUIP head quarter office Kabul with visits to provinces. The Gender Coordinator will report to the EQUIP Director and will be responsible for the following:

• Overall planning and managing of the activities related to Gender under supervision of Gender Officers.
• Assure Gender mainstreaming and its implementation in the provinces and coordinate between the provinces, relevant departments, donors and line ministries.
• Formulate Gender strategy for EQUIP 2 in collaboration with the support of a Consultant.
• Analyze Documents and Disseminate Best Practices Related to Gender mainstreaming at provincial/Central level.
• Set priorities and develop and implement a clear and comprehensive action plan for gender activities; contribute to the overall work plan.
• Provide support, training and technical assistance like preparing Gender training manuals.
• Provide support to all Components of EQUIP Activities specific to gender mainstreaming, with particular emphasis on helping relevant province analyze program implications for men and women in various communities and ways to address issues.
• Review and analyze gender dimensions in the Policy, Curricula and Final reports of MoE programs and relevant Departments submitted to EQUIP.
• Participate in gender-related events (meeting, workshops, conferences) and network within EQUIP and outside in order to stay informed about gender-related developments.
• Prepare progress and other kind of reports related to Gender and submit to interested parties.
• Review and analyze information related to gender indicators from relevant MoE departments of Program.
• Perform any other task ordered by the EQUIP Director..


Qualification

Qualification: At least bachelor degree (post-graduate degree preferred)
Excellent command on English, Dari and Pashto languages
Knowledge of Computer programs specially (word, excel, PowerPoint)
Reasonable understanding of the Gender and human rights issues in the context of Afghanistan.
