-Duties and Resposibilities
BackgroundEducation Management Information System (EMIS) as an integrated information system encompassing student, teacher, infrastructure, curriculum development and distribution, administrative data, and other education related data management components based on national and international standards to automate Ministry of Education day to day operation in the long run. And grant provision of timely and accurate information for sectoral and cross sectoral analysis, planning and decision making purposes as an immediate objective. Furthermore EMIS will function as the main data bank of the Education Ministry. It involves analysis, design, development and implementation of information systems distributed by location using data standards to ensure data sharing and integration. MoE has conducted a survey of all educational facilities that forms the baseline for education data and has developed a database to hold the survey data, which is the first building block for the development of the EMIS. The EMIS needs to be further developed and enhanced in order to fulfill the intermediate and long term data needs of the ministry.
Ministry of education needs competent and qualified staff to develop additional EMIS components and enhance current EMIS modules.
Duties & Responsibilities
The responsibilities of System Analysis Officer includes but are not limited to:
1. Assessing and analyzing MoE departmental, and procedural structure to improve the manual systems in the short term and propose establishment of alternative computerized system to increase efficiency and transparency in the long run
2. Liaise with different MoE departments to assess their data needs
3. Prepare Assessment and system analysis technical documents
4. The candidate is be responsible for system design, and is responsible for system integration and ensuring support of software development activity
5. Based on the assessment results prepare project proposals for reviving or restructuring of the departmental practices and procedures
6. Take lead in logical software design and software development procedures and practices
7. Provide technical assistance to other teams members
8. Plan software development projects including timelines, budget and methodologies for different EMIS sub-components ensuring implementation of data standards
9. Take lead collection and integration of external data
10. Organize and conduct trainings and workshops on use of information as a decision making and strategic planning tool to build the capacity of statistics department.
Qualification
1. Masters or Bachlor Degree in information technology, computer science, information management, statistics, or other related fields2. Master with two years and bachelor with four years of experience.
3. Experience in managing the development and maintenance of software applications and MIS for large organizations;
4. Excellent theoretical and practical knowledge of software development in Dot Net Technology, MS-SQL Server, Jscript, JavaScript
5. Familiarity with open source software would an advantage
6. Prior experience working with government systems would be an advantage;
7. Experience in managing and developing client relationships;
8. Excellent written and spoken skills in Pashto,Dari and English.
