Job Summary

Under direct supervision of Agricultural Extension Specialist and/or Team Leader, the incumbent of the position will be responsible for engineering related duties under SRAD’s Infrastructure sector.
Civil Engineer (CE) will be the project’s lead person in the implementation of the community small initiatives and proposals of the project. The Civil Engineer is primary responsible for effective implementation of Infrastructure and reconstruction project activities at the field level. Provides technical assistance to Community Groups to develop appropriate and sustainable small local projects, appraise and recommend approval of small community project proposals, monitor implementation of the project, facilitate financial management and other training necessary for CGs. Additionally, the Civil Engineer will be directly responsible for liaison work with local government and project counterparts in the project areas. Civil Engineer will ensure CGs have capacity to run their community local initiative projects and manage the community grant according to the terms and conditions of community grant agreement. S/he will conduct a number of trainings to ensure that the members of CGs have knowledge of the small local initiative projects in their community. In coordination with the AES, TL, DM the CE resolves field level issues to beneficiary selection, proposal selection, distribution of Cash and monitoring. The CE compiles all the field level and monitoring information and assists the PM in periodical project report preparation. The CE directly reports to Team Leader.

Duties and Resposibilities

-Drafting appropriate Bill of Quantities (BoQs) and tenders for construction materials.
-Review and modify (as necessary) designs for Infrastructure projects.
-Work with the District Manager to develop construction timelines and monitor progress against that timeline, reporting any problems immediately to the Team Leader.
-Provide technical oversight and support to field-based construction activities.
-Monitor the quality of material procured and construction activities under SRAD Infrastructure projects.
-Plan and schedule the procurement and construction activity for Infrastructure programs.
-Assist in costing for Infrastructure programs.
-Create necessary drawings required for Infrastructure programs.
-Plans periodic schedules, activities based on the projects objectives, priorities and project needs, based on the monthly plans revised by the PM, prepare weekly work plan and review the same on a daily basis.
-Keep the Team Leader/District Manager informed of the progress/shortcomings in implementation of project activities and corresponding work-plan.
-Develop the monitoring plan of Infrastructure Activities and distribution of Cash to selected Infrastructure beneficiaries.
-Establish rapport with key leaders of the community.
-Conduct daily site visits to the project site to monitor the works.
-Ensure that all documents related to Cash distribution maintain and are in order and accurate.
-Prepare all project reports accurately and submit them to the supervisor on a timely manner.

Qualification

-At least 3 years of experience in reconstruction activities.
-Knowledge of USAID projects is desirable.
-Good knowledge of Microsoft Office programs. Knowledge of AutoCAD is a plus.
-Working experience with International Organizations and/or NGO. Experience in dealing with USAID as well as other international donors is preferred.
