Job Summary

Under direct supervision of Finance Manager the incumbent of the position will be responsible to implement and monitor financial actions undertaken by the program in field sub offices.

Duties and Resposibilities

-Assists the head of sub-office in the overall management of the district finance function; serves as liaison between the provincial office finance department and the district coordinators.
-Ensures that all expenses incurred in the field are supported by the appropriate documents.
-Prepare monthly cash forecasts for office and project expenditures on a monthly basis.
-Responsible for the district petty cash safe. Maintain Petty Cash Impress and Petty Cash Book for office expenditures such as per diems and other costs.
-Preparing payment vouchers prior to any payment. Check and attach all supporting documents to the payment voucher. Get the payment vouchers reviewed & approved prior the payment.
-Translating the receipts, prepare summary vouchers.
-Code all payments by account type using the Charts of Accounts.
-Balance the Cash Book and count cash everyday before close of business. Reporting any shortages or excesses to Finance Manager immediately.
-Review the project expense vouchers and supporting documents and make sure that all project expenses are in accordance with IRD-SRAD’s financial policies, procedures rules and regulations and USAID cost principles before submitting to IRD-SRAD Lashkargah Office.
-Prepares a monthly projected expense and fund request for the district activities.
-Prepares and sends the monthly expense report with the supporting documents to the main office in Lashkargah, Helmand.
-Make a copy of the cash book and the payment vouchers prior to transfer of original documents to the main office in Lashkargah, Helmand. File the copies of payment vouchers on a monthly basis.
-Helps the district staff to prepare the “Good Receipt Notes” for each delivery of tools and equipment to the district office.
-Maintain the Telephone Cards Issue Log. See that all staff receives the amount of phone cards according to their maximum limits.
-Ensure all financial records are properly documented and filed in an organized system.
-Distribute staff pay slips on time.
-Check generator log books. Issue fuel issuance vouchers for generator fuel refills. Make monthly payments to fuel vendors after reviewing fuel issuance vouchers, log books.
-Check monthly fuel consumption reports, vehicle and generator log books and do periodic auditing of fuel consumption of vehicles and generators of the IRD-SRAD Nawa, Helmand Office.
-Oversees Cash for Work payments.
-Check Market Prices for office supplies and other materials for auditing purposes.
-Ensure transparent and efficient utilization of IRD-SRAD’s financial resources.

Qualification

At least two years of professional experience with an International NGO, Prior experience with USAID-funded projects is preferred but not required. Accuracy, attention to detail, commitment to transparency. Knowledge of accounting / finance desirable, but not required. Working-level ability of English and Pashtu languages (speaking and writing). Ability to learn quickly, strong self-training readiness. Good communication, interpersonal skills, and ability to communicate effectively. Ability to work with a minimum of supervision. Knowledge of Microsoft Excel and Microsoft Word. Successful candidate must be dependable and responsible.
