About Ministry of Agriculture Irrigation and livestock (MAIL)
The Horticulture and Livestock Project (HLP) is the first World Bank funded comprehensive agricultural development project the Ministry of Agriculture, Irrigation and Livestock (MAIL) implemented since the 1970s.The project aims at sustainable increase in production and productivity of perennial horticulture and livestock and producers’ incomes in focus areas by: (i) promotion of improved production and marketing practices for private investments; and (ii) strengthening institutional capacity in agriculture. The project has three main components: (1) Horticulture, (2) Livestock, and (3) Capacity Building, Implementation and Monitoring and Evaluation Support. The Implementation Management Support Team (IMST) assists the MAIL to implement HLP through different specialized Facilitating Partners (FPs). The Project is designed as an emergency operation to be implemented over three years and it is envisaged as the first stage in a programme that will unfold over the coming decade with financing from other donors. The World Bank Review Mission in June 2009 has extended the original closing date of HLP until December 31, 20011 to enable MAIL to achieve the project objectives set for the first phase.Job Summary
1. Together with the male ICO The female Information & Communications Officer (ICO) North region, will work closely with all HLP technical components, female beneficiaries and extension workers & Facilitating Partners (FPs), in order to document their activities, field campaigns, preparing of footages, success stories, facilitating media coverage of their activities in the Northern Region.Duties and Resposibilities
2. Establish and maintain communication between the HLP target female households and local media (TV, radio and print).3. Raise awareness of target female beneficiaries/producer groups and other stakeholders on HLP activities through the dissemination of HLP publications and extension messages.
4. Coordinate close communication and relations with the Provincial Agriculture Directors, Provincial Council and Community Shuras on communication and public relations issues.
5. Conduct interviews with the HLP female target beneficiaries/producer groups and prepare success stories for the HLP publications (Newsletters), and the annual video documentaries from the Northern Region.
6. Report on the implementation of these activities to the HLP Institutional Capacity Building Specialist (ICBS) through the Information and Communication Coordinator (ICC) on a monthly basis.
7. Be available to perform such and any other duties in the Northern Region and/or elsewhere as directed from time to time by the ICBS through the ICC.
Qualification
1. University degree in Agriculture or equivalent studies, an advantage2. At least two years post graduate experience in agriculture or a related field
3. Familiarity with the people, culture and local language
4. Experience of working with female households
5. Ability to conduct field trips to provinces
6. Knowledge of local media and communication
7. Willingness to work as a member of a team
8. Ability to meet deadlines and to work under pressure
9. Good communication skills,
10. Computer skills, e.g. MS Word, MS Point, Internet access
