About Ministry of Agriculture Irrigation and livestock (MAIL)

The Horticulture and Livestock Project (HLP) is the first World Bank funded comprehensive agricultural development project the Ministry of Agriculture, Irrigation and Livestock (MAIL) implemented since the 1970s.The project aims at sustainable increase in production and productivity of perennial horticulture and livestock and producers’ incomes in focus areas by: (i) promotion of improved production and marketing practices for private investments; and (ii) strengthening institutional capacity in agriculture. The project has three main components: (1) Horticulture, (2) Livestock, and (3) Capacity Building, Implementation and Monitoring and Evaluation Support. The Implementation Management Support Team (IMST) assists the MAIL to implement HLP through different specialized Facilitating Partners (FPs). The Project is designed as an emergency operation to be implemented over three years and it is envisaged as the first stage in a programme that will unfold over the coming decade with financing from other donors. The World Bank Review Mission in June 2009 has extended the original closing date of HLP until December 31, 2012 to enable MAIL to achieve the project objectives set for the first phase.

The HLP monitoring and evaluation (M&E) system is intended to provide information to the MAIL, the World Bank and other stakeholders on project performance and results so that lessons can be learned on a real time basis and corrective actions initiated where necessary. The M&E Component has a specialised but integrated provision for measurement and reporting the progress, process, problems and lessons learned, including emerging best practices in horticulture and livestock sectors of HLP. Information generated through the M&E facility will be the main basis for management decision-making in HLP.

Job Summary

Under the overall supervision of the Senior M&E Coordinator (SMEC), technical guidance of the Monitoring and Evaluation (M&E) Specialist, and direct supervision of the Senior M&E Coordinator (SMEC), the Female M&E Coordinator (RMEC) in close coordination with the Field M&E Coordinator (FMEC) and HLP Gender Main Streaming Coordinator performs all field M&E exercises focusing on the female beneficiaries of according to the approved HLP M&E Plan. Specifically, the Female M&E Coordinator performs the following tasks:

Duties and Resposibilities

1. Field M&E Planning: Draws M&E Plan on women participation in HLP from the HLP M&E Plan under the guidance of the Senior M&E Coordinator and M&E Specialist, and in coordination with HLP GM Coordinator and HLP Farmer Organisation Development (FOD) Team.

II. M&E Coordination: Develops and maintain harmonious functional relationship with the HLP female Farmer Organisation Facilitation and Female Extension Teams based at the Focus Districts, and coordinates with them for joint undertaking of field M&E exercises according to the HQ approved M&E plans and special data generation activities. She also coordinates with the related MAIL Department, MAIL GM Task Force, HLP GM Coordinator, Provincial Agriculture Directorates and other related parties at Province and District levels, including local Shuras and farmer organisations, vet clinics, AgDepots for undertaking planned field monitoring initiatives in an informed and coordinated manner.

III. Annual Outcome Survey: Leads the conduct of annual outcome survey in selected project sites focusing on female beneficiaries according to the HLP Outcome Survey Programme and Guidelines.

IV. Field Monitoring:

• Spends about 75% of time in monitoring the project sites with or without the contracted female enumerators/surveyors, while ensuring field monitoring to ensue smoothly and properly according to the M&E plan or agreed upon method and schedules.

• Takes responsibilities in identification and selection of local female enumerators/ surveyors and in making contractual arrangements with them for: (a) timely collection of quality M&E data for annual outcome survey, (b) periodic process monitoring, and (c) substantive monitoring of key issues, particularly, crosscutting issues on gender mainstreaming (GM), and other M&E exercises as and when MAIL and the World Bank require.

• Checks the quality of data collected by contracted female enumerators by performing necessary crosschecks in the field.

• Maintains up-to-date records of the field monitoring exercises.

V. Supporting MIS Database Management: Assists the SMEC in providing necessary supports to the HLP-M&E-MIS Team, particularly in data cleaning and data field validating, and analysis of gender disaggregated data whenever needed. Assist

VI. Reporting: Prepares the female M&E Monthly and Quarterly Progress Reports and timely submits to SMEC. Prepares and submits other field monitoring reports, particularly of process monitoring and quick assessment reports for substantive monitoring undertaken in female groups and individual female beneficiaries.

VII. M&E Capacity Building Training: As per the annual M&E plan manages the conduct of field level M&E capacity building training to female FOD Facilitators, female Extension Workers and selected female farmer leaders.

VIII. Administration of M&E Component and Others: Manages financial and logistics affairs of field monitoring in her area and supervises field data gathering exercises by the contracted female enumerators/surveyors. Performs other tasks as and when assigned by the Team Leader, SMEC and M&E Specialist

Qualification

• College degree in agriculture or related social sciences with about 2 years of professional experience in monitoring and evaluation of agriculture development programmes or projects.
• Adequate understanding and practical experience in women development and/or gender mainstreaming;
• Practical experience in survey and monitoring at community levels for agricultural or rural development programmes or projects;
• Fair understanding of agricultural extension and farmer organisation facilitation
• Has necessary experience in writing progress reports;
• Practical experience in inter-agency and inter-office coordination;
• Practical experience on participatory approaches and team management;
• Good communication, and facilitation, and interpersonal skills
• Proficiency in operating relevant computer software, particularly, MS word and MS Excel and Web-searching.
• Proficient in English, Dari and Pashtu languages
