About Chemonics RAMP UP South
The purpose of RAMP UP is to create effective, responsive, democratic, transparent, accountable, and gender sensitive municipal governance in targeted municipalities throughout the country. RAMP UP will: (1) increase the capacity of GIRoA municipal officials, (2) improve the delivery of municipal services to citizens in target municipalities, and (3) increase municipal capacity to enable, support, and sustain economic growth. As a result of RAMP UP, Afghan citizens will receive better services, understand the responsibilities of municipal leaders, play an active role in the municipal decision-making process, and see local governance structures as legitimate.Job Summary
POSITION DESCRIPTIONThe Training specialists shall serve as the primary training coordinators for RAMP UP – South and will be in direct collaboration with the programs technical experts and advisors. They will
ensure all trainings and capacity building initiatives use proven methodologies and deliver responsive and effective interventions that compliment other project capacity building efforts
and programs. They will assist in the creation of individualized capacity building plans and the identification of training milestones, and track municipal employees’ progress against these milestones, as well as their improvement in job performance and the resulting increase in municipal capacity.
Duties and Resposibilities
DETAILED RESPONSIBLITIES•The training specialist will manage, plan and oversee all training activities in close consultation with the various technical and logistical staff supporting each activity. He
or she will coordinate with other institutions (such as NGO’s, IDLG, GDMA, ACSI, etc.) to share training materials and methodologies. He or she will conduct and supervise training programs that support the other capacity building tasks and will
collaborate and assist with the technical teams of C2, C3, and C4 as designated by the
Component 1 Team Leader. He or She will oversee the logistics and procurements for
all training events and will work directly with local or regional vendors and service providers to obtain quotations and/or initiate procurements of requested training commodities and services.
•To ensure programs and general administration trainings are geared toward achieving the above objectives, the training specialists will:
•Conduct meetings and subsequent interviews with key or senior level staff and or partners to establish job expectations and conduct specific needs and gap assessments
•Develop timelines to deliver courses, and capacity building plans, including the necessary review, and feedback systems,
Collect and share with other organizations relevant training curriculum and lesson plans
Work with technical specialists on developing course materials, presentations, applicable tools and activities.
Create individual capacity building plans for municipal employees
Continually train the trainers from Component 2 and 3 and conduct ongoing
evaluations of their training and mentoring capacity, including their ability to identify and track and record performance indicators of municipal staff.
Identifying areas that trainers need improvement and develop interventions to improve those areas.
Implement and ovrsee tracking mechanisms to identify progress against goals for all trainings
Contribute and update the training data base to ensure it is accurate
Review training materials in Pashtun to ensure accurate translations from the
English language.

Qualification
QUALIFICATIONSPrior NGO/DONOR experience managing training programs relevant to technical areas
(such as general, technical, administration and management) for government employees and
other stakeholders
University degree in education, management, business administration, and or fields in training, curriculum development, and/or other relevant field preferred
Excellent English written and verbal communication skills
Minimum one to three years’ experience in local governance subject matter expertise including: urban planning, strategic planning, financial management, infrastructure, revenue generation, service delivery, public works, human resource management or other relevant municipal functions is desirable
Exposure to Knowledge of Adult Education Theory and Best Practices desired
