We are also engaged in international education work around the globe.The new project “Strengthening of Public Administration Education in Afghanistan” aims at providing the groundwork for a consistent academic education of current and future public administration staff in Afghanistan and will thereby contribute to strengthening the Afghan administration as a whole, enabling it to provide better services in the long term. A central task of the project is the support of Balkh University in establishing the Balkh School of Public Administration and a Bachelor of Public Administration Program. On the national level the project aims at supporting the development and implementation of a stakeholder network, which develops and implements a coherent strategy of public administration education.
The project is located in Kabul and Mazar-e-Sharif and has a duration of 3 years until December 2014.
Job Summary
The holder of the position will deal with a wide range of financial and administrative affairs of the project in close collaboration with the international Team Leader of our office in Mazar-e-SharifDuties and Resposibilities
Typical everyday tasks in regard to administration will be supervising the national staff of the project office and creating the link between national and international staff, coordinating the general functioning of the office compound in close collaboration with the Logistics Officer. Typical tasks in regard to finance will be performing the bookkeeping of the local project office, being responsible for the daily project expenses including dealing with bank matters, maintaining cashbook and bankbook as well as preparing vouchers and the monthly reports for submitting to the GIZ main office branch in Mazar-e-Sharif. In both areas the holder of the position will be particularly responsible for assuring compliance with the high standard of the internal rules and regulations of GIZ in the activities of the office staff as well as in his/her own work.A key focus of the post will be establishing and keeping a basis of regular communication to the project office in Kabul as well as to the several units of the GIZ main office branch in Mazar-e-Sharif and the GIZ main office in Kabul where required. The main office acts as a service provider for GIZ projects and is involved in different levels of procurement, contract and logistics issues.
Due to the main project office in Kabul travels will be a necessity from time to time in regard to training and exchanging experiences with the colleagues.
Qualification
- University education preferrably in the field of finance, Bachelor degree or higher (e.g. BBA)- At least three years of professional working experience in a similar position, preferrably in an international organisation
- Excellent knowledge in Microsoft Office 2007, Outlook, Word and Excel in particular
- Excellent knowledge in the software of the WINPACCS product family (WINPACCS cost control, Asset, Cashbook, Bankbook) or similar software would be an asset
- Good working knowledge of contemporary communication systems
- Language skills: Fluency in the local languages and English. Excellent English in particular in reading, writing and speaking. German is considered as advantage.
