General Objective:Under direct supervision, the COMPLIANCE MONITOR (CM) will assist in maintaining the institutional integrity of DAI by supporting the development of measures to prevent or minimize any intentional or unintentional misapplication of USAID funds through nepotism, falsification of qualifications, timesheets, procurement or payment documents, collusion, fraud, theft, deception or concealment. The CM will assist, typically in a covert manner, in actively collecting information and evidence of attempts by DAI employees to demand or accept kickbacks, falsify personal documentation such as timesheets and qualifications, or conceal ownership in firms bidding on, or receiving DAI contracts, grants, purchase orders or other procurement instruments. The CM will also assist in working to ensure the project’s operations confirm with all legal and ethical business practices, and that all employees conform to the highest standards of ethical behavior.
Duties and Resposibilities
Specific Objectives and Duties:Under direct supervision, the CM provides support and coordination for the entire human resource, procurement and payment processes as a means to identify, prevent, and investigate possible violations of nepotism, falsification of qualifications, timesheets or payment documents, collusion, fraud, theft, deception or concealment, conflict of interest, bribery (or attempted bribery), extortion, secret ownership, or other violations of the ethical standards of DAI employees. Specific duties, to the extent allowable by the security situation, include:
• Actively searches, typically in a covert manner, for instances where individuals involved in the human resource, procurement or payment processes have purposely engaged in fraudulent and corrupt activities or unethical business practices,
• Documents the extent of these activities to the point, if necessary, where a clear allegation of unethical and/or fraudulent and corrupt activities can be articulated, and a person or persons suspected of being involved in the activities can be specifically identified.
• Assists in the process to refine allegations of potential fraud, unethical conduct, or intentional misuse of funds.
• Assists in maintaining a record of DAI employees or contractors who are suspected of engaging in corrupt activities.
• Records and tracks progress on investigative activities. Prepares special reports as requested.
• Becomes proficient in the use of TAMIS to assist in identifying employees, their positions, and in searching for projects, contracts, grants, and contractors.
Qualification
Qualifications:• BS/ BA Finance and Accounting, or as a substitute relevant experience in assisting in conducting investigations and related activities.
• 2-3 years of direct experience in assisting in conducting investigations and gathering information and evidence.
• Understanding of processes related to procurement, payment and human resources.
• Ability to comprehend schemes involving fraud and corruption.
• Ability to comprehend and execute detailed directions.
• Ability to interface with and communicate with third parties, such as vendors, in order to obtain information and evidence relevant to investigations.
• If circumstances warrant, ability to develop and maintain a confidential relationship with sources receptive to providing information relevant to investigations.
• Receptive to extensive travel within Afghanistan.
• Ability to work independently in the field in a flexible and covert manner, as necessary, to achieve objectives.
