FIA provides entrepreneurs, businesses and community groups with business planning, financial instruction and career training opportunities in order to maximize their economic, social and entrepreneurial potential. FIA is also a facilitating partner under the National Solidarity Program, which provides capacity building, infrastructure improvements and technical expertise to communities throughout Afghanistan. In addition, FIA is engaged in agricultural extension training in conjunction with the Ministry of Agriculture, Information and Livestock, engaging with farming communities on new agricultural methods, tools and techniques.Job Summary
Program ManagerDuties and Resposibilities
Oversee all FIA NSP program activities undertaken in the assigned provinces and districts, ensuring that all contract targets and milestones are met in a cost-effective and timely manner.Oversee the creation and implementation of NSP training programs related to governance, community development, NSP operational manual etc. to ensure that all FIA NSP personnel as well as targeted CDC’s receive instruction of the highest quality and that all training provided is consistent with the NSP Operational Manual.
Oversee FIA NSP provincial and district manager leadership to ensure that targeted communities are playing a substantive role in identifying project priorities and are capable of producing project designs of the highest technical standards.
Responsible for ensuring that provincial personnel share FIA program data on a timely basis with the respective NSP PMU and RRD representatives, so that CDC project proposals are properly submitted and approved and the requisite block grant funds are properly disbursed to the respective CDC accounts.
Responsible for providing instruction to provincial and district staff on methods of NSP implementation in insecure and remote communities.
Responsible for liasing with the NSP FPMD in Kabul and as required with the provincial PMU’s- ensuring that accurate FIA NSP program data is provided to the NSP FPMD in a timely manner.
Responsible for ensuring that all FIA NSP records are recorded and maintained as per the requirements of the World Bank, MRRD and NSP Operational Guidelines.
Responsible for representing FIA at scheduled FP meetings.
Responsible for the preparation and submission of program work plans and reports that include but are not limited to monthly progress reports, quarterly progress reports etc.
Responsible for the supervision of field personnel (provincial and district), ensuring that these field personnel meet the designated targets, while providing the necessary resources and personnel to meet these objectives.
Responsible for monitoring the financial and administrative activities of provincial and district field personnel, to ensure that all FIA NSP funding is properly accounted for, all financial records are accurate and submitted to the Country Office in a timely manner.
Responsible for ensuring that a strong Monitoring & Evaluation system is in place (in line with NSP Operational Requirements) and that accurate records are generated which document the progress and impact of FIA’s NSP program activities.
Responsible for providing strategic leadership on the program to ensure the effective implementation of the NSP.
Any and all other related duties and responsibilities as directed by the Country Director.
Qualification
Bachelor’s Degree: Preference given to Civil Engineering & Management graduates.Fluency in written and spoken English;
Strong MS Office skills, in particular Microsoft Excel and Access;
A minimum of two (3) years work experience as a Program Manager under the NSP program.
Excellent communication skills;
Willingness to travel and work in various provinces;
Motivated, hardworking, creative, innovative and a strong team player;
Ability to set deadlines and manage time effectively;
Ability to work independently and deliver high quality outputs;
