Job Summary

The United Nations Human Settlements Programme, UN-HABITAT, is the United Nations agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable communities, towns and cities with the goal of providing adequate shelter for all. The main documents outlining the mandate of the organization are the Vancouver Declaration on Human Settlements, Habitat Agenda, Istanbul Declaration on Human Settlements, the Declaration on Cities and Other Human Settlements in the New Millennium, and Resolution 56/206.
By working at all levels and with all relevant stakeholders and partners, the agency contributes to linking policy development and capacity-building activities with a view to promoting cohesive and mutually reinforcing social, economic and environmental policies, and countries’ policies and programmes in human settlements in conformity with international practices and covenants.
UN-HABITAT Afghanistan:
The United Nations Human Settlements Programme, UN-HABITAT, has been working within Afghanistan for the past 17 years with funding support of USAID, Japanese Government, EC, DFID and several bilateral donors as well as the World Bank. During this period, its Programme expanded to include a wide range of human settlements initiatives, from small-scale neighbourhood level improvement schemes to community empowerment.
UN-HABITAT has been assisting the Islamic Republic of Afghanistan through a number of projects, both urban and rural, supported by different donors.
UN-HABITAT is supporting the Ministry of Rural Rehabilitation and Development (MRRD) to implement the National Solidarity Programme (NSP). Currently UN-HABITAT is directly engaged in facilitating this programme in more than 20 districts of nine provinces:
LCEP 2 builds on the experience of LCEP-I and responds to the National Education Strategic Plan for Afghanistan (1385-1389) of the Ministry of Education. LCEP 2 (Learning for Community Empowerment Programme) will be implemented as the National Literacy Programme for five years starting from early 2008.
Peace Building in Afghanistan through Consolidation of Community Solidarity (PACCS) is assisting demobilized fighters, Internally Displaced Persons (IDPs) and returnees to integrate into the towns, strengthening community solidarity and supporting livelihoods of rural communities through the community banking for attainment of sustainable peace.
Urban programs: RR& IDPs through policy, planning and target assistant, GDSP and SMCDL projects of UN-HABITAT are working closely with Municipalities and Ministry of Urban development and housing to provide shelter and better environment in major cities.


The Province Trainers shall assist District trainer and back stop for Village Facilitators as well as provide modeling and mentoring to these staff members. Province Trainers—who are based at the provincial level—act as the assist mechanism between central level National Literacy Center training and materials developers and village and district level experience and feedback. Master trainers will work with staff to develop an LCEP implementation plan specifically designed for targeted populations, including the urban population, Kuchis, and the disabled.
Province Trainers will spend on average three weeks per month engaged in assist and supervise training and , mentoring of district Trainer as will as Village facilitator and, where appropriate, urban and workplace-based Facilitator. They will spend approximately one week per month at the provincial office to assist province co-ordinator.
Their specific roles and responsibilities are as follows:

Duties and Resposibilities

A. Training Delivery

• Contribute to the development of the overall LCEP training strategy through a process of consultation involving communities, government officials, UN-HABITAT Core Trainers and Programme Officers and District Trainers.
• Contribute to development of literacy material and design of training and provide feed back to the material development unit on the material development and training design.
• Assist LCEP trainings to District trainer, Village facilitator, and other actors with LCEP and MOE supervisors/trainers.
• Provide training, mentorship, and support to LCEP District trainers, Village facilitators, and communities in programme implementation at the district level
• Assist Kabul trainer to smoothly organization of trainings, training materials preparation, and training logistics.
• Perform any related duties i as requested by province co-ordinator the Provincial Manager.
• He/she is responsible to report to Province LCEP co-ordinator

B. Quality Assurance

• Support the district Trainer in term of program implementation, coordination, monitoring, reporting and quality control.
• Undertake regular pre-planned field visits to the villages for monitoring and evaluation purposes.
• Work closely with the district trainer during the training of CDC, self-help saving groups and micro-enterprise committees and supervision of community activities.
• Support the field-testing of new training materials by providing feedback on the material and its delivery in the field from the community and facilitators’ perspectives and documentation of the best practices and lesson learnt.
• Assist the district manager and the communities in establishment of networking and linkages with the other stakeholders at the district level.
• Work closely with the district staff and coordinate the smooth operation of the saving and investment and micro-enterprise, and literacy component of the LCEP program.
C. Reporting
 Ensure data related to training are readily available as and when required.
 Provide the Provincial co-ordinator training data inputs which will be incorporated into the regular reports (monthly, quarterly and annual).
D. Other
Any other relevant duty assigned by the Provincial Manager, Training Coordinator, Chief of Party, or Country Programme Manager/UN-HABITAT within the scope LCEP 2.
Travel Advice/requirements:
The incumbent shall abide by all UN security instructions. He/she must attend a security briefing by UNHABITAT security officer.
Reporting Arrangements:

The incumbent will work disciplinarily under and report to the Provincial Manager and work administratively under the Chief of Party, and Country Programme Manager, UN-HABITAT/Afghanistan.

Functional competencies:

• Good written and spoken English skills are preferred.
• Excellent command of national languages is essential.
• Good computer skills are preferred.
• Good communication and interpersonal communication skills are essential requirements of the program.
• A strong training background with adults and community is preferred.
• Familiarity with the Afghanistan government administrative structure and a deep understanding of Afghan culture and traditions of local governance and leadership is required.
• Willingness to spend at least 75% of her/his time for missions in the field or training in Kabul.

Qualification

The candidate should have:

• The Success candidate should High school diploma with 5-6 years of work experiences or Bachelor degree in social sciences with 2-4 years of work experiences in the field of community development or training, preferably with the UN or International NGOs.
• Good written and spoken English skills are preferred.
• Excellent command of national languages is essential.
• Good computer skills are preferred.
• Familiarity with the Afghanistan government administrative structure and a deep understanding of Afghan culture and traditions of local governance and leadership is required.
