The purpose of this USAID-funded program, awarded under SUNY/CID’s legislative strengthening program, is to strengthen the Afghan government’s capacity to establish and develop a new parliament that is able to operate as a strong, independent and effective deliberative body.

The Afghanistan Parliamentary Assistance Program (APAP) key objectives, each building logically upon the previous: provide technical assistance to parliamentary preparatory committees or processes; design a legislative strengthening strategy and program activities; and implement a program to establish and develop a strong, independent, and effective parliament.

Job Summary

The Legislative Program Officer (Gender) will work under the guidance and direct supervision of the Legislative Team leader. Major duties and responsibilities include but are not limited to:

Duties and Resposibilities

1. Design and implement a capacity building and mentoring program aimed at training women MPs and improving their capacity to perform their lawmaking, oversight, and representation functions.
2. Prepare reports, concept notes, instructional materials, and other written materials in furtherance of the above functions or as may be requested by the Legislative Support Team Leader.
3. Conduct consultations with women parliamentarians and other stakeholders, and lead the research on international best practices for the purpose of contributing to the design of a framework to promote women rights/voice in the Afghan National Assembly.
4. Design and implement, in coordination with the APAP Outreach Team, a campaign strategy aimed at ensuring buy-in for female MPs among women, parliament leaders, the Afghan public, the international donor community, and other stakeholders.
5. Conduct research on bills referred to the committee assigned to LPO and prepare legislative briefing materials (e.g., bill summaries and background papers) for committee members.
6. Assist committee in the review and analysis of bills particularly of the gender aspects as well as in the preparation of proposed amendments to bills.
7. Promote and increase the gender aspect in all parliamentary activities.
8. Identify gender training opportunities for the members of the relevant committees.
9. Promote the parliamentary oversight of gender equality.
10. Assist in the introduction and use of standardized forms and procedures in the conduct of committee activities.
11. Assist the committee in planning its activities and in the conduct of committee meetings, public hearings, outreach programs jointly with colleagues from oversight sector, and other committee activities, as well as in the preparation of background research and briefing materials for such activities.
12. Assist in the conduct of training and other capacity building activities for committee members and staff.
13. Assist in the preparation of the committee’s position paper on bills principally referred to other committees as well as of the committee’s reports on bills considered, oversight investigations conducted, and other committee activities.
14. Share information about the status of all bills at different Levels with colleagues in the Bill Tracking Sector.
15. Carry out legislative research as required by the National Assembly, and Legislative Team Leader.
16. Initiate contact and establish linkages between sector/team and key departments to have on time access to relevant assigned committees.
17. Submit a biweekly report through the sector head to the Legislation Support Tem Leader.
18. Submit through the Senior Program Officer/ Sector Head a comprehensive report of technical assistance provided to the committee at the end of every session.
19. Perform other tasks and responsibilities as required for the implementation of the program activities and asked by the Senior Program Officer/ Sector Head and Legislation Support Tem Leader.

Specific Duties and Responsibilities:

Advisory:

Advise the Team Leader (TL), Senior Parliamentary Specialist (SPS) and Sector Heads (SH) on all matters related to legislative environment at committees of both the Houses, Lower and Upper as required, in particular on related national priorities and local issues.

Self capacity building:

Under the guidance of the TL, SPS and SHs Legislative Support Teams, LPO may expend up to 5 % of his/her time for self capacity in order to assume progressively more responsibility for supporting the Assembly in its core legislative, procedural and administrative functions. This corresponds to the USAID’s Afghanization strategy in the long-term.

Qualification

Essential Qualification:

• Minimum three years experience in training and capacity building programs.
• Knowledge of legislatures and parliaments would be a distinct advantage.
• Experience in working with international organizations.
• Familiarity with Afghanistan and its political background and familiarity with Islamic legislative background an asset.
• Advanced computing skills and knowledge of spreadsheets.
• Exposure to post-conflict settings.
• Previous experience with parliament and legislative environment an advantage.


Education:

• A Masters Degree or equivalent in Law/Political Science/Public Administration or in a related field combined with capacity building and training for adults.

Languages & Skills:

• Good command of written and spoken English with knowledge of Dari/Pashto.

Abilities and Skills:

• Ability to work in a team, ability to work under pressure to meet the deadlines and excellent interpersonal skills are required.
