Job Summary

The United Nations Human Settlements Programme, UN-HABITAT, is the United Nations agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable communities, towns and cities with the goal of providing adequate shelter for all. The main documents outlining the mandate of the organization are the Vancouver Declaration on Human Settlements, Habitat Agenda, Istanbul Declaration on Human Settlements, the Declaration on Cities and Other Human Settlements in the New Millennium, and Resolution 56/206.
By working at all levels and with all relevant stakeholders and partners, the agency contributes to linking policy development and capacity-building activities with a view to promoting cohesive and mutually reinforcing social, economic and environmental policies, and countries’ policies and programmes in human settlements in conformity with international practices and covenants.
UN-HABITAT Afghanistan:
The United Nations Human Settlements Programme, UN-HABITAT, has been working within Afghanistan for the past 17 years with funding support of USAID, Japanese Government, EC, DFID and several bilateral donors as well as the World Bank. During this period, its Programme expanded to include a wide range of human settlements initiatives, from small-scale neighbourhood level improvement schemes to community empowerment.
UN-HABITAT has been assisting the Islamic Republic of Afghanistan through a number of projects, both urban and rural, supported by different donors.
UN-HABITAT is supporting the Ministry of Rural Rehabilitation and Development (MRRD) to implement the National Solidarity Programme (NSP). Currently UN-HABITAT is directly engaged in facilitating this programme in more than 20 districts of nine provinces:
LCEP 2 builds on the experience of LCEP-I and responds to the National Education Strategic Plan for Afghanistan (1385-1389) of the Ministry of Education. LCEP 2 (Learning for Community Empowerment Programme) will be implemented as the National Literacy Programme for five years starting from early 2008.
Peace Building in Afghanistan through Consolidation of Community Solidarity (PACCS) is assisting demobilized fighters, Internally Displaced Persons (IDPs) and returnees to integrate into the towns, strengthening community solidarity and supporting livelihoods of rural communities through the community banking for attainment of sustainable peace.
Urban programs: RR& IDPs through policy, planning and target assistant, GDSP and SMCDL projects of UN-HABITAT are working closely with Municipalities and Ministry of Urban development and housing to provide shelter and better environment in major cities.


Duties and Resposibilities

A. Community Mobilization:

• Mobilize the community to support LCEP 2 and provide a program orientation to communities. Engage opinion leaders, CDCs and village elders very early on in the Program to obtain their support and consent.
• Build Community Development Councils’ capacity to promote and manage learning centers. Support and help the CDCs in establishment of the Learning Committee in the communities. In areas with no prior LCEP experience, work with the Community Development Councils to mobilize community interest in the LCEP 2 program.
• Revitalize existing male/female Self-Help Groups (SHGs).
• Assist the village facilitator in formation of the Self-Help Savings and Credit groups (SHG) and train the village facilitator in introduction of the concepts of savings, of taking credit for investment purposes, the necessity to repay the loan and pay a fee for borrowing it.
• Identify and select one male and one female Village facilitators in consultation and with support from Community Development Councils.
• Help and support the village Facilitator to identify and prepare space for male and female learning center(s) and assist the village Facilitator in identification of 2 female and 2 male learning groups, each composed of an average of 25 learners ages 15 and over and representative of the community as a whole.
• Support and assist the village Facilitator to recruit volunteer teaching assistants for classes from community members, when appropriate.
• Develop governance practices to support literacy and productive skills in the village.

B. Training

• Provide training and classroom level support to Village Facilitator as they initiate the first phase of classroom-based literacy and productive skills instruction.
• Provide training and consultation regarding ongoing savings and investment activities.
• Assess trainee’s demonstrated comfort with identified competency areas and provide appropriate feedback to District Manager and Trainers and follow up support to Village Facilitators.

C. Monitoring & Program Support in all Programme Phases

• Visit classrooms on a daily basis to model teach, observe teaching and learning, and provide lesson planning, materials development and classroom management support.
• Assist learning groups divide into small literacy and productive skills groups, in coordination with the village Facilitator, after completion of basic literacy education. Criteria are based on learner and self help group self-assessments.
• Work with communities, Community Development Councils, Self Help Groups, and Village Facilitator to develop a Literacy and Productive Skill Sustainability Plan, which elaborates community responsibilities and necessary government, NGO and/or private sector inputs from the district, provincial and central levels.
• Help in monitoring and follow up community activities by the Village Facilitator that was detailed in their Sustainability Plans every two weeks to provide support and problem solving advice.
• Encourage communities to engage in at least three activities: the formation of informal reading groups; the maintenance of a community bulletin board/newsletter; and the establishment of a small village-based lending library.
• Participate in programme meetings to solve problems, discuss options, and improve programme implementation.
 Assist the village facilitator to obtain and record all village level data as required in monitoring and reporting system of program.
 Submit monitoring, training, and other reports, as required, to the District Manager in a timely manner.
 Ensure data related to training and other activities are readily available as and when required.
 Provide training and implementation data inputs to the regular reports (monthly, quarterly and annual).

D. Other
Any other relevant duty assigned by the District Manager, Provincial Manager, Chief of Party, or Country Programme Manager/UN-HABITAT within the scope LCEP 2.
E. Reporting Arrangements:

The incumbent will work disciplinarily under and report to the Provincial Coordinator and administratively under the Field Coordinator UN-HABITAT/Afghanistan.

Qualification

Qualifications and Experience:

The Social organizer should have:
• A high school education or equivalent
• At least three years work experience of which at least one year in community mobilization/ social organization, preferably with the United Nations or International NGOs.
• A good command of local languages. Both written and oral is necessary.
• Software such as Microsoft Word and Excel are preferable.
• Familiarity with the Afghanistan government administrative structure and a deep understanding of Afghan culture and traditions of local governance and leadership is required.
