-About Independent Administrative Reform and Civil Service ComissionThe IARCSC was established in accordance with the Bonn Agreement and based on President’s Decree in the year 1382. With the ratification of the Afghanistan civil service law which is based on the Article (50) of Afghan Constitution, the legal basis of the Commission and its fundamental structure were authenticated.
The philosophy of the creation and existence of the IARCSC is to introduce changes in various dimensions including legal, cultural, management, structural, human, technical and capacity of Afghan civil service institutions towards standardization of these institutions and delivery of standard services.
Job Summary
The Strategic Communication & Donor Relations Specialist will establish and coordinate relations, strategic communication with donors, supporters and clients of IARCSC/GDPDM and raise necessary funds for development projects.
Duties and Resposibilities
Develop proper system of communication and relations to assist in acquiring data from the various constituents, to seek donors and budget funding for specific projects;• Determine methods to establish and maintain a professional relationship with relevant ministries and donors to monitor and assist in implementation of decisions which will affect IARCSC’s projects;
• Ensure successful relation and coordination for fund raising through close collaboration with various agencies, their programs and operation teams, government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society;
• Analyze and research information on donors, prepare substantive briefs on donor strategies and IARCSC/GDPDM strategies and provide advice ensuring synchronicity, and alignment between these strategies and GDPDM activities;
• Prepare and maintain contract/grant documentation of projects, consult applicable references concerning technical and administrative issues of development projects;
• Take a lead role in the strategic communication planning process;
• Ensure effective internal and external communications system, and oversee web management and other knowledge management business processes regularly in effective manner;
• Establish and maintain a proper filing and reporting systems for the department.
• Ensure that he/she transfers knowledge and skills to other individuals and working teams in an effective regular manner in order to improve managerial ability, motivation and confidence.
Qualification
Expected Results:
1. Proper mechanism for donor relations exists;
2. Document of analysis and research on donors strategies exist;
3. Number of donor support different areas of capacity building increased
4. Effective communication system is in place
5. Proper filing and reporting systems are established.
Required Skills and Experience:
• A Master’s degree in international relations, business administration, public administration, project management or any other related fields with 3 years of relevant experience or a Bachelor’s Degree in mentioned fields with 5 years of relevant experience.
• Competency in computer skills, MS. Office packages such as MS. Word, MS. Excel, MS. PowerPoint and MS. Project
• Proven written and spoken Dari/Pashtu and English.
