The Performance-Based Governance Fund (PBGF) is a program providing interim financial assistance to Provincial Governors (PGs) offices. The PBGF program is a national program covering all 34 provinces in Afghanistan. The funding covers operational and community outreach expenditures. It builds planning and budgeting capacity at the provincial level, and the level of funding is performance-based. TAF’s government counterpart on this program is the Independent Directorate for Local Governance (IDLG).TAF is looking to recruit a PBGF Transition Manager, who will work in the IDLG as a counterpart for TAF’s Chief of Party. The key responsibility of the Transition Manager will be to assist with the implementation of the detailed Handover Plan for the transfer of PBGF activities to PG offices and to IDLG. This is in preparation for bringing the project on budget through the Ministry of Finance during 1392. The successful candidate will have a reporting line to both the PBGF Chief of Party and to the IDLG Deputy Minister for Administration and Finance and is expected to work primarily at the IDLG offices.
Duties and Resposibilities
The Transition Manager will assist the PBGF Chief of Party and the IDLG Deputy Minister for Administration and Finance in the:• Co-management (TAF and IDLG) of the PBGF handover process with key responsibility for the development and implementation of the detailed handover plan, as appropriate.
• Handover management of PBGF activities to PG offices and IDLG (both strategic as well as operational)
• Change management capacity-building work with PG offices / the IDLG and with the PBGF capacity building unit and senior management
• As agreed by TAF and IDLG, strategic and operational liaising with PBGF stakeholders including donors, the Ministry of Finance as well as other key line ministries (e.g. the Ministry of Economy) on behalf of the IDLG and TAF
• Strategic and operational liaising with all TAF PBGF staff and especially the PBGF senior management team and unit heads
• Other duties as requested by the PBGF and IDLG senior management
Qualification

• Excellent Computer, Ms Office skills
• Knowledge of Inventory processing software is a Plus.
• Excellent communication and presentation skills
• Excellent human relations and problem skills
• Ability to deal with a variety of people and situations
• Excellent knowledge of written English is essential;
• Learning attitude (from supervisors, peers and subordinates) and taking initiatives.
• Confidentiality and privacy
Requirements:
• Relevant degree (higher education) such as a degree in finance, development, politics, social sciences or other development-related fields
• At least 5 to 7 years of work experience in a project management role. Detailed experience in sub national governance and change management will be a significant plus
• MS Office packages skill
• Flexibility and ability to work under pressure and within limited time frames
• Excellent skills in Dari/Pashto/English languages
