Job Summary

JOB SUMMARY:
The Director of Accounting is responsible for managing overall accounting and financial control systems for IRD EQUALS Afghanistan Offices and for ensuring that adequate and appropriate internal controls are in place to meet generally recognized accounting standards. In addition, the Director of Accounting will manage all bookkeeping, bank accounts and cash flow to ensure sufficient funds are available for effective and efficient implementation.

Duties and Resposibilities

MAIN RESPONSIBILITIES AND TASKS:

1. Maintain Bank instruments (including writing checks and transfers)
2. Ensure Bank instruments are signed and vouchers are approved by the signatories.
3. Review of vouchers
4. Recording of Transactions in Cost Point
5. Maintaining check/transfer register
6. Daily review of Day book and cash counting
7. Preparation of Monthly Pay roll
8. Monthly cash flow statement
9. Monthly Bank reconciliation
10. Monthly cash counting
11. Prepare monthly CCN labour reports
12. Tax overview and submission of Tax to MOF and ensure that IRD EQUALS adhere to all Tax laws and regulations
13. Preparation of monthly Funds Requests
14. Liaison with Bank
15. Supervise tasks of Finance Officer, Finance Assistant and Accounts Assistant
16. Any other tasks as assigned

Qualification

QUALIFICATIONS: (MINIMUM REQUIREMENTS)


EDUCATION: University degree in accounting, finance or similar field is (relevant experience and another university degree may substitute for the degrees mentioned).

WORK EXPERIENCE: Minimum of 10 years’ experience in an equivalent position. Experience with QuickBooks or similar accounting software is preferred. Experience working in a similar position for an NGO or an international organization is preferred. Knowledge of OMB Circular A-122 is desired. Must have willingness to travel to IRD Afghanistan field offices on IRD business. Must also have the ability to work effectively in a fast-paced, stressful environment. In addition, must be flexible, willing to perform other duties and work irregular hours.

SKILLS: Working knowledge of English, both written and spoke. Able to communicate fluently effectively both verbally and in writing. Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues. Must be capable of working both individually and as part of a team. Must also be able to create a supportive working relationship among all project teams.


LANGUAGES: Excellent Language proficiency in spoken and written Dari, Pashto, Urdu, English.
