Internationally, DRC actively participates in supporting the protection of refugees, and promoting durable solutions for conflict-affected populations.

Job Summary

UNHCR Afghanistan is in the process of establishing an IT based population monitoring system based on GIS, in order to track population movements from people fleeing the war inside the country – what is referred to as internal displaced persons, or IDPs. The system is based on a combination of IT software and data bases, and will be rolled out to a number of implementing partners and Ministry for Refugees and Repatriation, MoRR and their regional departments, Department of Refugees and Repatriation, DoRR.

For this purpose the organization is seeking an Afghan (national) with exceptional skills to assist the organization in building this capacity.

Duties and Resposibilities

• Contributes to the development of Population Movement Tracking System (PMT) technically;
• Assists in designing the reporting module of the PMT, collect the requirements of different reports from the UNHCR Sub/ Field Offices;
• Support the end users, provide training and conduct missions to the Sub/ Field Offices;
• Monitors the database performance, adjust the storage schema, conducts a regular back-up of the data;
• Conducts data audit, check the quality of data, response to the data providers in improving the data quality;
• Prepares regular progress report, provide the Management with the decision supporting tools;
• Undertakes other duties as required.

Qualification

The person(s) sought for this vacancy must have at least four years proven experience in the following software/tools:

- Experience with Python, PHP, or Ruby an absolute must (minimum of two of these is a plus)
- Experience with Asterix preferred
- Experience with Django preferred
- Familiarity with HTML, CSS, and Javascript a must
- Familiarity with jQuery a plus
- Experience with MySQL or PostgreSQL a must, PostgreSQL preferred
- Linux server administration experience a plus, especially Ubuntu
- Experience with Open Source GIS tools preferred: Any of MapServer, Mapnik, PostGIS, OpenLayers, etc.
