This position is primarily responsible to ensure project staff are adequately trained and oriented to their roles; to oversee the implementation of livelihood project activities; to ensure adequate monitoring, documentation and reporting; to link and coordinate with related government departments such as the Ministry of Agriculture and Ministry of Labor & Social Affairs; to coordinate with local and International NGOs; and to assist in planning future livelihood related projects in line with HAWA and CARE Afghanistan program strategy.

Duties and Responsibilities
1. Coordinate and oversee the implementation of livelihood project activities in target communities
Manage a functional livelihood project portfolio and implementation strategy
Ensure clear project implementation guidelines around the livestock and savings & credit components of the livelihood strategy.
Monitor project action plans and ensure interventions are implemented as designed.
Conduct regular supervision visits and discussions with staff about the project implementation process.
Designs participatory needs assessment at community level if required
2. Ensure adequate capacity building of staff and that staff have a clear understanding of their roles and responsibilities
Participate in the hiring, orientation and training of staff as needed – with emphasis on attracting qualified female staff and nurturing women’s leadership through HAWA implementation.
Conduct HAWA program staff Annual Performance Agreement and Assessment (APAA) based on systematic staff performance monitoring and supervision process throughout the year.
Determine staff training needs on an ongoing basis, based on performance appraisals and field observations.
Identify direct supervisees development needs and forward to the PM/PC and CARE training unit.
3. Ensure adequate project monitoring, data collection, documentation and reporting, while also monitoring and managing project budgets
Participate in developing project M&E plans, baseline assessments, and ongoing M&E activities.
Ensure proper M&E tools are used to track project progress toward set objectives and indicators.
Participate in some field monitoring activities.
Ensure and participate in the preparation of project reports.
Ensure adequate documentation of lessons learned, case studies and “stories of development”.
Manage project budgets including – annual and monthly budget projections and oversight of specific procurements and expenditures as needed.
Closely monitor project expenses in line with budget allocations for individual line items.
4. Maintain working relationships with related government ministries ( Ministry of Agriculture and Ministry of Labor and Social Affairs) and other stakeholders such as donors, FAO, International and local NGOs
Attend meetings with targeted ministry representatives and take proactive steps to keep them updated on project activities and maintain positive working relationships with them.
Ensure project interventions are in line with government strategy and policy.
Participant in related taskforces and working groups in the ministries.
Represent CARE and CARE’s livelihood strategy in meetings and workshops with other organizations and stakeholders.
Share CARE livelihood findings and lessons learnt with stakeholders and advocate for it.
5. Participate in the development of new livelihoods focused projects
Contribute in proposal and budget development related to livelihoods strategy with HAWA program team and in close consultation with PQDL staff.
Participate to plan and conduct pre-assessment activities to assess feasibility of potential project sites.
Participate to develop project design documentation such as logical frameworks, project implementation plans, project monitoring plans, budgets narratives, etc.
Excellent knowledge of written English and Computer Application is a must,
EDUCATION: University Degree or equivalent form a reputable education institute.
WORK EXPERIENCE: At least 3 years experience in the area of project management. Technical experience in community development and/or savings & credit groups and/or livelihoods projects is an asset.
SKILLS: Excellent knowledge of written English and Computer Application is a must,
Working knowledge of Pashto and Dari is required,
Good experience of participatory appraisals,
Good experience of problem analysis,
Strong skills in monitoring of financial system & programmatic activities and analytical mind,
Problem solving and negotiation skills,
LANGUAGES: Fluency in written and spoken English Dari and Pashto languages
TRAITS: Willingness to work under pressure. Willingness to travel to project sites in provinces
DECISION MAKING AUTHORITY:
Under the supervision of PM, the project supervisor has the authority to approve the program expenditure within the limits of project budget according to CARE policy
PM, PC, Senior DM&E Advisor, the rest of Livelihood staff and other HAWA support staff
Ministry of Agriculture, AMA, FAO, stakeholders
Stationed in Kabul main office
