HR, Admin & Finance Manager (Operation Manager) position with Organization for Afghan Midwives (990 Views)




About Organization for Afghan Midwives

Futures Group International, LLC (Futures Group), under the Health Policy Project (HPP) will provide technical and financial support to the Organization for Afghan Midwives to transition from a voluntary organization to a self managed organization. The OAM will increase its organizational leadership, governance and management structure to include a management team of eight full-time core staff, four voluntary Technical Advisors and a Board of Directors. During this transition period, the OAM executive committee will remain as volunteers with one day a week dedicated in the OAM office.

Job Summary

Duties and Responsibilities

 Responsible for overall procurement of goods, works, services and contract management.
 Coordinate and lead bidding session in transparent manner
 Manage office vehicles, generator and office inventory.
 Identify trainings and other management and administration support needs of OAM National staff and work with the OAM president to ensure these trainings needs are met.
 Ensure according budgeting for all OAM proposals, committee and board activities.
 Indentify gaps and develop a budget for the Midwifery Accreditation board and Education Board.
 Supervise, manage and coordinate security unit and other supporting staffs
Finance:
 Prepare monthly financial reporting (Quick books) including monthly accrual/ projection.
 Manage overall project budget, monitor expenditure level against budget and funding obligations.
 Develop work plan budget and annual financial forecasting for all OAM activity and overhead costs.
 Submit quarterly accruals and projection report to donors, after review and approval from OAM president.
 Tax statutory report
 Ensure all expenses are in accordance with donor requirements
 Work closely with auditors when there is an audit
Management:

 Prepare weekly statues update for OAM staff meetings
 Supervise the accountant, providing guideline and mentoring.
 Ensure that the OAM effectively manages donor funds
 Develop and train all OAM staff to implement financial system and procedures.
 Serve as a resource person for OAM finance and Administration policies and procedures.

HR

 Overall management of HR department and proper running of all functions.
 Implement HR-related functions and policies as outlined in the OAM Manual and ensure staff compliance
 Support the active recruitment and hiring of OAM employees, in coordination with OAM Executive Director.
 Develop, maintain and update if necessary OAM human resources systems in collaboration with Executive Director.
 Prepare monthly HR report on leavers, joiners, change of positions and other changes in status to OAM Executive Director.
 Prepare and administer payroll, benefits and staff salary transfer sheet.
 Maintain HR Database on regular basis and insert all necessary information collected from staff
 Advise, identify and provide appropriate solutions for human resource problems
 Prepare short term and long term consultancy contracts for consultants.

Qualification

At Least a BBA, B.com degree holder with five years of experience.
