Duties and Responsibilities
•Develop the capacity of the Finance civil servant employees at MAIL finance Directorate.
•Design and develop training material in the form of a training manual and conduct trainings related to Finance and Budget Procedure of the Government of Afghanistan at MAIL Finance Directorate,
•Preparation of allotment documents (B-27/PCS) for obtaining allotment for project contracts.
•Preparation of timesheets, Payroll, M41, M16, and other documents as required.
•Maintaining accounting and related records.
•Following up of AAIP Finance related documents at MAIL, MoF & DAB.
•Keep track of all the financial transactions,
•Preparation of Monthly bank reconciliations.
•Preparation of Withdrawal Applications for reimbursements to the Designated Account (DA).
•Preparation of Monthly/Quarterly/Annual Financial Report.
•Establish and maintain good filing system (Soft and Hard) related to all AAIP Project and develop the filling system of MAIL finance Directorate.
•To assist in the translation of letters, documents, reports as required.
•Ensuring the maintenance of all physical documentation for finance activities.
•Ensuring that financial procedures are adhered to in all finance activities
•Assisting in the ongoing development of the organization financial procedures and controls
•Ensure that the statutory requirements of the World Bank and the Ministry of Finance are complied with in regard to Accounting and Financial Management
•Coordinate with the SDU of the Ministry of Finance with regard to replenishment applications, and with the World Bank for disbursements; sort out issues of deductions and return of applications by the World Bank.
•Undertake any other duties assigned by the Finance Specialist, and the Project Director.
•Strong oral and written communication skills and Computer Knowledge of MS Office packages, especially MS Word and MS Excel, •Being able to operate on other financial software (e.g. QuickBooks, etc) is an asset, • Able to work under pressure and as team member and to work for long hours as and whenever required, Computer Knowledge of MS Office packages, especially MS Word and MS Excel.
•Bachelor Degree or advanced degree in Business administration/ public administration/Economics/Commerce or other relevant fields.
•Must have full knowledge of Program Budget and Financial Management rules and procedures of Afghanistan.
•Minimum of 3 years experience in Finance, out of which at least 2 years in Government Financial systems with Bachelor’s Degree; 2 years of experience, out of which at least one year should be in Government with Master’s degree.
•Experience with World Bank related projects is proffered.
•Understanding of government financial procedures,
•Understanding of budget and budget cycle
•Knowledge of basic accounting and finance
