Who we are
GEO-CHEM Middle East is a multinational fuel testing company which is operating in 37 countries of the globe. GEO-CHEM Middle East is registered with Afghanistan Investment Support Agency (AISA), under License No. I – 11999. GEO-CHEM Middle East started its operations in Afghanistan in October 2012 through a contract with Afghanistan National Standard Authority (ANSA) of Islamic Republic of Afghanistan to test fuel, lubrications and gas entering to Afghanistan for quality control. GEO-CHEM Middle East’s main office is located in Kabul while sites offices are established in the seven ports/borders in the compound of Afghanistan’s border custom houses.

The Head Quarter is located in Dubai City, United Arab Emirate (UAE).

Job Summary

The Outreach and Communications Officer ensures that information and messaging disseminated by GCME Afghanistan reaches. In carrying out its duties the Outreach and Communications Officer will be required to take into account information and communication accessibility requirements according to the diverse needs of the stakeholders and public

The Outreach and Communications Officer works under the guidance of the Programs Management Department with technical guidance from Business Development Specialist.

Duties and Responsibilities

I. General Duties:
• To maintain strategic communication and contact with companies stakeholders;
• Responsible for public outreach and relation through different mediums and tools;
• Prepare or/and deliver written and verbal speeches, reports and news for management and public reference;

II. Specific responsibilities and duties include but are not limited to;

1. Communications Strategy
• Support the Chief Operations Officer and program management department on the GCME Afghanistan strategic communications;
• Develop and implement communication strategy for the company;
• Monitor and respond back to public and stakeholders based on users and audience feedbacks at new papers, Medias and social networks;

2. Communication Accessibility
• Ensure close collaboration with GCME Afghanistan stakeholders;
• Responsible for development of appropriate communication and outreach materials, such as various publications, posters, banners, flyers, fabrics, T-Shirts and brochures;
• Create appropriate links between the various communication means, including with project partners and national counterparts, as appropriate;
• Identify, connect and manage communication with different regional and local networks and their relevant listserv and social media accounts;
• Produce the online bulletins;
• Lead the improvement of the GCME Afghanistan website;
• Ensure the GCME Afghanistan website is continuously updated with GCME Afghanistan publications and information;
• Organize and prepare regular press briefings, press releases and interviews to communicate project activities and outcomes;
• Manage and update the GCME Afghanistan Facebook, Twitter, LinkedIn and YouTube pages;
• Compile a database of various interlocutors and stakeholders, including from the media;
• Develop a list of useful members of the press and maintain good relationship with them;
• Organize public relations and special events (workshops, receptions);
• Carry out PR communications;

3. Key Performance Indicators/ Controls:
• To introduce GCME and Relevant partners/ companies activities and achievement through mass media;
• The communication strategy is formulated and implemented successfully;
• Standard speeches and text are prepared for management usage;
• At least 5 workshop/interviews/seminar are arranged in regards to company projects ad activity at first year of joining;

4. Final Product
• GCME and group of companies are well introduced to media and public audience;

Travels to Provinces

Require Travels to Provinces

Skills

• Working knowledge of MS Office packages (MS Project especially), with advanced Excel skills;
• Excellent English skills, both written and verbal. Fluent in Dari and Pashtu, both written and verbal;
• Demonstrated ability to training and build capacity of counterparts;
• Be able and willing to travel to all provinces within Afghanistan;
• Ability to pay attention to details and patience;
• Ability to overcome challenges and work in difficult work environments/conditions;

Qualifications

• Bachelor degree in communication, social studies, law, economy, or business administration is must;
• Advanced university level degree (Master’s degree or equivalent) in relevant field is desired;
• At least three (3) years overall experience in communications and/or public relations/journalism or related field;
• Experience with public information campaigns required;
• Previous experience with INGOs, GoA, WB projects, UN Agencies or an international organization is essential;
