Job Summary

Job Summary:
The Procurement Specialist, under the supervision of the Team Leader is responsible for leading the preparation and award of all contracts under the project in accordance with the World Bank Procurement Guidelines and responsible for the management of the tendering process, bid evaluation and award approval process. The contracts may include the civil works, consultancy services, non-consulting services and goods.

Duties and Responsibilities

The attributes and tasks outlined below all comprise (but not necessarily be limited to) the following:

1. Required to demonstrate and follow high standard of ethics.
2. He / she will be responsible for preparing, reviewing and clearing procurement plan using a user friendly Systematic Tracking of Exchanges in Procurement (STEP) software tool under the KMDP to submit for approval.
3. Follow up with Kabul Municipality (KM) departments and other relevant agencies and the World Bank (WB) in order to have the procurement plans approved in a timely manner.
4. Manage the processes of advertising, bid/proposal receipt and bid/proposal opening strictly in accordance with the agreed procurement procedures;
5. Preparing, reviewing and clearing draft bidding documents/requests for proposals for all procurements prior to submission for approval. Following up with the concerned government departments and the World Bank (if required) in order to have these bidding documents approved and issued in a timely manner according to the approved procurement plans.
6. Conducting Pre-bid/proposal meetings, describing KMDP’s procurement regulation to bidders.
7. Participating as a permanent member in evaluation committee, providing guidance for other members in evaluation committees on procurement aspects in the process of evaluation of bids or consultancy services proposals.
8. Preparing, guiding, reviewing and clearing all bid evaluation reports with complete transparency and in accordance with the rules and regulations of WB and Government of Afghanistan as may be applicable, to submission for approval, including preparation of comparison list of bill of quantities of the bidders; following up with the concerned government departments and the WB (if required) in order to have bid evaluation reports approved in a timely manner.
9. Preparing, reviewing and clearing all draft, negotiated and initialed contracts prior to contract signing. Following up with the concerned government departments and the WB (if required) in order to have Contract approved in a timely manner.
10. Reviewing and clearing all correspondences with bidders during procurement process.
11. Preparing contracts amendments/final contract amendment, time extension as required by contracts.
12. Managing the procurement filing/record system in the office in a systematic and retrieval manner
13. Monitoring and reporting the procurement implementation progress/status to PMU, city authorities and the World Bank as required.
14. Performing periodic supervision of the performance by other procurement staff in the procurement unit, providing on-the-job training and classroom training enabling them to successful carry out their jobs.
15. Proving regularly and timely reports
16. Managing other activities required under procurement processes.
17. Proactively coordinating with Contracts management staff in KMDP and finance management team on the project
18. Any other duties that the KMDP Team Leader may reasonably require to ensure the smooth functioning of the project.

Skills

o Language Skills: Speak Dari, Pashto and Read, Write and Speak Fluent English
o IT Skills: Familiarity with regular use of MS Excel, MS Word and MS Power Point functions

Qualifications

Qualifications and Education Requirements
o Bachelor’s degree from a recognized university in any of the areas of Commerce, Economics or Engineering.
o Not less than 5 years’ experience in supporting the Procurement activity preferably with about three years on Multilateral Development Banks (such as Work Bank or ADB) or Bilateral funded projects/programs.
o Language Skills: Speak Dari, Pashto and Read, Write and Speak Fluent English
o IT Skills: Familiarity with regular use of MS Excel, MS Word and MS Power Point functions
