GEO-CHEM Middle East is a multinational fuel testing company which is operating in 37 countries of the globe. GEO-CHEM Middle East is registered with Afghanistan Investment Support Agency (AISA), under License No. I – 11999. GEO-CHEM Middle East started its operations in Afghanistan in October 2012 through a contract with Afghanistan National Standard Authority (ANSA) of Islamic Republic of Afghanistan to test fuel, lubrications and gas entering to Afghanistan for quality control. GEO-CHEM Middle East’s main office is located in Kabul while sites offices are established in the seven ports/borders in the compound of Afghanistan’s border custom houses.

The Head Quarter is located in Dubai City, United Arab Emirate (UAE).

Job Summary

Under overall supervision and guidance of the COO, the Contracts Management Specialist/Eng assists in ensuring that awarded contracts are completed on time and within budget, collecting and compiling all Contract documents in accordance with company rules and regulations. The CMS will report to head of technical department.

Duties and Responsibilities

I. General Duties:
• Provide technical services and advice to management on drafting and signing commercial, procurement and PPP contracts;
• Contract terms and conditions are respected by both parties of contract;
• Assist procurement management specialist in development of procurement policy/procedures;
• Develop and improve contract term and models for goods, services, consultancy, works contracts and JV/partnership agreements;

II. Specific responsibilities and duties include but are not limited to;
• Responsible, in coordination with the project coordinator/manager, for processing and maintaining up-to-date records for all contract processes e.g. Letter of Acceptance, Contract Agreements, Time Extension and Validity Extensions;
• Responsible for ensuring that contractors understand Technical Specifications and Contract documents in order that the Contract is delivered on time and within budget;
• Coordinating with the Business Development department for the compilation of Market Unit Rates for Construction activities and material from local markets and certifying their authenticity;
• Participate in the Bid Evaluation Committee and as a member conduct activities in accordance with GCME Afghanistan rules and regulations;
• Cooperate the procurement management specialist in the preparation of submissions, including the taking and distributing of minutes of all Formal Meetings;
• Draft correspondence related to all Contractual matters;
• Preparation and dissemination of correspondence to contractors;
• Assist in the advertisement of contract award notice;
• Ensure registration and licenses of Contractors under the Ministry of Commerce are valid;
• Maintaining registry book for distribution and collection of all correspondence related to the Contracts and Technical Department;
• Prepare reports and monitor contract expenditures when appropriate and under the guidance of the technical department;
• Actively work with clients/suppliers/ partners to exchange information on a variety of Contract process and transaction issues to deliver correct and timely services;
• Assist the planning department in compiling relevant data on Contractors capacity for future construction work, and maintain the data base of this information;
• Responsible for maintaining an accurate and complete filing system for all Contractual activities, to ensure transparency and accountability;
• Demonstrate behavior of professional and personal ethics, transparency and openness, to gain respect and similar behaviors of colleagues in the workplace;
• Perform any other related duties as directed by the Technical Department and COO;

3. Key Performance Indicators/ Controls:
• Contract models for different type of procurement and supplies is developed and improved;
• Contract management procedure is developed and implemented at organization;
• All contractual activities are conducted according to GCME Afghanistan rules and regulations and get completed in a timely manner;
• Follow up on all Contractual activities like VOs, Extensions and keep clients/management/ partners informed on progress;

4. Final Product:
• Effective support to the management allowing for quality and cost-effective contracts to be undertaken for by GCME Afghanistan;

Skills

• Excellent working knowledge of English, both written and verbal. Fluent, both written and verbally, in Dari/Pashto;
• Good working knowledge of MS Office application (Word, MS Project, Excel), email and able to easily navigate internet;
• Be able to uphold and respect Contracts ethics and to conduct activities with integrity;
• Is a team player who demonstrates patience, flexibility and honesty;
• Be willing and able to meet tight deadlines and work long hours when required;
• Is a self-starter, who is able to plan and manage their own work, takes initiative and strives to meet deadlines;
• Be able to work in a multi-cultural environment;

Qualifications

• Bachelor’s Degree (Civil Engineering) or Project Management is required;
• Master degree in relevant areas is an asset;
• At least 5 years’ work experience in construction, civil works administration or operations;
• At least 3 years must be in Project management in the PPP, developing and infrastructure projects;
• At least 2 years’ experience with INGOs, International Companies, WB and UN Agencies or an international organization is essential;
