GEO-CHEM Middle East is a multinational fuel testing company which is operating in 37 countries of the globe. GEO-CHEM Middle East is registered with Afghanistan Investment Support Agency (AISA), under License No. I – 11999. GEO-CHEM Middle East started its operations in Afghanistan in October 2012 through a contract with Afghanistan National Standard Authority (ANSA) of Islamic Republic of Afghanistan to test fuel, lubrications and gas entering to Afghanistan for quality control. GEO-CHEM Middle East’s main office is located in Kabul while sites offices are established in the seven ports/borders in the compound of Afghanistan’s border custom houses.

The Head Quarter is located in Dubai City, United Arab Emirate (UAE).

Job Summary

Tax Compliance Officer, work closely with the GEO-CHEM Middle East Afghanistan Finance Department, Audit Department and Ministry of Finance of Islamic Republic of Afghanistan. By conducting and planning investigations, Tax Compliance Officer determines if Company is paying the required taxes. Any issues the Company has with taxes are brought to and answered by the
Tax Compliance Officer.

The Tax Compliance Officer should have the ability to estimate penalties, and have justification from the submitted documents, avoid penalties, have good books in Afghanistan Revenue Department, have knowledge of different Types of Taxes (BRT Tax, Corporate Tax, Individual Tax, Fixed Tax and Withholding Taxes).

Duties and Responsibilities

I. General Duties:
To lead and manage multiple operations of the tax practice area and to deliver quality tax services.

II. Specific responsibilities and duties include but are not limited to;
• Deliver a full range of tax services in compliance with laws and regulations within time frame;
• Filing relevant documents of taxes withheld and deposited to government;
• Provide innovative tax planning and review complex income tax returns;
• Ensuring that tax BRT are deposited to government within due time;
• Identify and mitigate tax risks;
• Coordinate accounting staff and assess their performance;
• Manage tax provision and tax compliance process;
• Improve processes by developing or implementing best practices;
• Assist in responding to tax audit inquiries;
• Review tax balances on general ledger;
• Review all tax payers in regular basis and handle all information data requests;
• Follow up tax clearness and license renewal with AISA, MoCI, MTO, MoF;
• Any other relevant task assigned by direct supervisor/concerned department;

3. Key Performance Indicators/ Controls:
• Monthly payroll/rental and withholding taxes clearance;
• Quarterly BRTs payments;
• Filing of annual income tax return;
• Follow up tax clearness and license renewal with AISA, MoCI, MTO, MoF;
• Assisting government officials in audit process;
• Obtaining TINs for all existence and new employees;

Skills

• Excellent knowledge of tax accounting, tax compliance and all types of tax returns;
• Good at meeting deadlines and solving problems;
• Build strong line of relation and communication with Afghanistan Revenue Department;
• Knowledge of Afghan taxation Law;
• Knowledge of QuickBooks;
• Analytical skills with detail orientation;
• Excellent working knowledge tax software and MS Office applications (Word, Excel, MS Project), email/internet, ability to operate other management;
• Be able to work in a challenging and demanding environment;
• Be able to work in a multi-cultural environment;
• Good time management;

Qualifications

• Bachelor degree in Finance/ACCA/CA;
• Holder of master of degree in Finance is desired;
• Minimum 3 years of work experience in relevant field;
• Experience with National and International NGOs/Companies and governmental entities in relevant position is required;
