Translation and Interpretation Specialist/Manager/Advisor(1572 Views)
The Afghanistan Public Financial Management (APFM) project will help Afghanistan improve its fiscal sustainability and enable delivery of essential services to its citizens by strengthening the Government’s ability at the national and sub-national levels to mobilize domestic revenue and more effectively manage its budget. Specifically, APFM’s objectives are to: 1) strengthen Government’s capacity to forecast, increase, and manage domestic revenue by increasing essential capacities across Government institutions, by increasing payment compliance across revenue collecting units, and by ensuring that those receipts are promptly transferred to the treasury account; and 2) strengthen budget planning, execution, monitoring and evaluation, and reporting capacities of national and sub-national Government entities, and improve communication and coordination between national and sub-national level Government entities.
The Translation and Interpretation Specialist/Manager/Advisor reports to the APFM Operations Director or his/her designee.

Duties and Responsibilities
Provide quality and consistent translations from English to Dari/Pashto or vice versa in a timely manner, primarily for documents related to public financial management.
Ensure confidentiality of translated documents and information provided through interpretations.
Schedule and interpret at meetings with Afghan counterparts and APFM staff.
Organize and interpret at conferences.
Perform any other appropriate tasks that support project activities as assigned by the APFM Operations Director or his/her designee.
For the Translation and Interpretation Specialist position, Bachelor’s degree and at least four years of relevant experience, or Bachelor’s degree and at least 7 years of overall experience.
For the Translation and Interpretation Manager position, Bachelor’s degree and at least five years of relevant experience.
For the Translation and Interpretation Advisor position, Master’s degree and at least five years of experience, or Bachelor’s degree and at least seven years of relevant experience.
Knowledge of revenue and budget terminology preferred.
Ability to write and verbally communicate clearly, correctly and concisely in English, Dari and Pashto.
Demonstrated attention to detail when translating and interpreting.
Excellent organizational and prioritization skills.
Strict adherence to deadlines established for translations.
Ability to communicate effectively in a cross-cultural environment.
Experience working with Afghan Government agencies and international donor programs preferred.
