Procurement and Logistics Specialist/Manager(1539 Views)
The Afghanistan Public Financial Management (APFM) project will help Afghanistan improve its fiscal sustainability and enable delivery of essential services to its citizens by strengthening the Government’s ability at the national and sub-national levels to mobilize domestic revenue and more effectively manage its budget. Specifically, APFM’s objectives are to: 1) strengthen Government’s capacity to forecast, increase, and manage domestic revenue by increasing essential capacities across Government institutions, by increasing payment compliance across revenue collecting units, and by ensuring that those receipts are promptly transferred to the treasury account; and 2) strengthen budget planning, execution, monitoring and evaluation, and reporting capacities of national and sub-national Government entities, and improve communication and coordination between national and sub-national level Government entities.
The Procurement and Logistics Specialist/Manager will procure goods and services, provide logistical support, and perform related functions to support the APFM project. Principle duties and responsibilities are listed below.

Duties and Responsibilities
Procures goods and services in compliance with corporate policies, contractual requirements, US Federal Acquisition Regulations (FAR), Agency for International Development Acquisition Regulations (AIDAR), and any other applicable policies and regulations.
Manages the disposition of project equipment.
Coordinates Customs Clearances for the export and import of project goods.
Submits customs clearance and shipping documents to the appropriate ministries and agencies.
Drafts field office subcontracts for review by the Operations Director.
Tracks expirations and renewals of expatriate documents.
Maintains accurate soft- and hard-copy documents of expatriates.
Coordinates domestic travel arrangements for APFM staff and advisors.
Maintains all shipping documents and related correspondence.
Tags inventory items and records items in an inventory database.
Conducts physical verification of assets per USAID rules and regulations and prepares all inventory reports.
Provides logistical support as needed.
Assigns and manages activities performed by the Procurement Assistant.
Performs any other tasks assigned by the Operations Director or his/her designee.
For the Procurement and Logistics Specialist position, Bachelor’s degree and at least four years of relevant experience, or Bachelor’s degree and at least 7 years of overall experience.
For the Procurement and Logistics Manager position, Bachelor’s degree and at least five years of relevant experience.
Proficiency in Microsoft Office, especially MS Word, Excel and PowerPoint.
Ability to communicate and work effectively in a cross-cultural environment.
Experience working with international donor programs preferred.
Ability to write and verbally communicate clearly and concisely in English and Dari or Pashto.
Excellent organizational and prioritization skills.
Prior international donor experience preferred.
Knowledge of USAID and its contractual and reporting requirements preferred.
