The ADB-Afghanistan Resident Mission (AFRM) was established to assist its Headquarters in the implementation of projects and programs, in project processing, country programming, and economic and sector work. It also coordinates ADB's activities with other resident diplomatic and donor missions, NGOs, academic institutions, local think tanks, private sector and other members of the civil society.

Job Summary

ADB is seeking to engage two experienced individual international engineers, Lead Technical Auditor and
Technical Auditor, to serve as an Audit Team to perform intermediate, third-party technical audits of
selected works contracts, and construction supervision consultancies. The Audit Team is expected to
independently assess the adequacy, efficiency, and effectiveness of the work programs, supervision by
the Engineers, contract administration by the Employer, and oversight by ADB in three contracts selected
by ADB. The contracts will be one each from transport, energy, and ANR.

Duties and Responsibilities

The tasks to be undertaken by the Lead Technical Auditor to complete the audit will include, as a
minimum, the following:
(i) Reviewing contracts and work programs, team compositions, experience and qualifications of the team
members, equipment, document management system, and other resources in relation to the contract.
(ii) reviewing the contractors’ quality assurance systems - supervision and internal control systems,
quantity and quality of works completed thus far, the rate of progress and the soundness of program for
(iii) reviewing actions taken by the Employer, Engineer, Contractor, and ADB regarding matters such as
submissions and approvals of interim payment certificates, clarifications and notices related to work
execution, and any failure to take timely action by one or more parties that has impacted the quality
and cost of the works;
(iv) reviewing progress reports, and correspondence between the Employer, Contractor and the Engineer to
determine whether the on-going and as-built conditions are in accordance with the technical, social,
environmental, and other conditions of contract. The examination should include, but not limited to,
determination of the:
a) sources, quality, and quantity of material and equipment;
b) quality and efficiency of borrow sites, plant and equipment, the laboratory, logistical arrangements,
materials at the site, and materials supply chain;
c) adherence to the approved method of construction;
d) level of adherence to the environmental management plan and monitoring and reporting;
e) extent to which loan covenants have been met;
f) level of oversight by the Engineer—frequency of inspections, testing, recording of activities, actual
versus planned workforce and equipment;
(v) Reviewing randomly selected documents maintained by the Engineer such as instructions to the
contractor, change orders, approvals of variations, fixing of rates, approval of work program revisions,
payments against interim payment certificates, reviews of contractor’s claims, approval for replacement
of key-personnel, etc., to ensure that all are in accordance with the contract and the documents are
properly maintained and are easily accessible;
(vi) Reviewing a sample of the Contractor’s and the Engineer’s security incident and action reports, and
assess the likely impacts of past and future events on the Contractor’s and Engineer’s activities; and
(vii) Presenting the main finding to ADB and other stakeholder sat a meeting to be organized by ADB
(viii) Writing a report highlighting the findings of the technical audit and recommending actions to
mitigate identified risks in contract execution.


The Lead Technical Auditor must be a professional engineer with a current license from an
internationally or nationally accredited body, and fully-versed in technical audits and reviews. He/she
should have at least 10 years of experience in technical audit work (or as an inspector or expert
witness), and should have performed at least one technical audit of works let out under the FIDIC MDB
(2010) form of contract in the last five years. He/she must have worked for an international
construction or engineering company or a government project management unit, either as resident
engineer, project engineer, third party auditor or team leader, on at last least two works contracts in
the last 5 years.


The Lead Technical Auditor must have a professional engineering degree.
