The ADB-Afghanistan Resident Mission (AFRM) was established to assist its Headquarters in the implementation of projects and programs, in project processing, country programming, and economic and sector work. It also coordinates ADB's activities with other resident diplomatic and donor missions, NGOs, academic institutions, local think tanks, private sector and other members of the civil society.

Job Summary

The team will pay particular attention to the degree of compliance of the completed and on-going works
with the specifications and other requirements (including ADB’s safeguard requirements)set out in the
contracts. Based on the findings, the team will recommend action that each contracting party must take
to ensure quick and least-cost project delivery. The two consultants will work jointly in the field and
complement their expertise as necessary. The Technical Auditor will support the lead auditor in
compiling the information, presenting the findings, and submitting verbal and written reports according
to the scheduled agreed with ADB.

Duties and Responsibilities

The detailed tasks to be performed by the Technical auditor are as following:
(i) Reviewing the contractors’ quality assurance systems - supervision and internal control systems;
(ii) Reviewing the Engineers’ quality assurance systems;
(iii) Reviewing actions taken by the Employer, Engineer, and Contractor regarding matters such as
clarifications and notices related to work execution, and any failure to take timely action by one or
more parties that has impacted the quality and cost of the works;
(iv) Review the contracts, national road design standards and specifications, contractor’s and the
Engineer’s work programs and implementation plans, Contractor’s and Engineer’s progress reports, and
correspondence between the Employer, Contractor and the Engineer;
(v) Reviewing the standards and specifications to determine whether they are technically sound and
functional, and are in accordance with the contract;
(vi) Based on documents available at the PMOs, determine whether the on-going and completed works are in
accordance with the technical, social, environmental, and other conditions of contract;
(vii) Reviewing randomly selected documentation maintained by the Engineer such as instructions to the
contractor, reviews of change orders, approvals of variations, fixing of rates, approval of work program
revisions, payments against interim payment certificates, reviews of contractor’s claims, approval for
replacement of key-personnel, etc., to ensure that all are in accordance with the contract and the
documents are properly maintained and are easily accessible;
(viii) Reviewing proposed staffing plans, schedules, duties performed by the key personnel of the
Engineer vis-à-vis the contractual requirements and the work program of the contractor to determine the
adequacy and efficiency of the Engineer’s team; and
(ix) Reviewing the contractor’s organization vis-à-vis the contractual requirement to determine the
adequacy and efficiency of the team, and the efficiency of the work program to deliver the project.


The Technical Auditor must be a professional engineer with a current license/registration from an
internationally or nationally accredited authority, and experienced in technical audits and reviews.
He/she must be fully versed in road design, and have a good knowledge of general road construction
methods and served as an resident engineer or chief engineer and administered contracts let out under
FIDIC (MDB) 2010. He/She should have experience looking after both asphalt and concrete procurements,
and preparing referrals to dispute boards, and setting price adjustment and time extension claims.
