About Ministry of Public Health

The status of Afghan women remains one of the lowest in the world: the 2012 gender inequality index (GII) ranks Afghanistan as 147 out of a total of 148 countries. A 2008 Global Rights report states that that 87% of Afghan women experience at least one form of domestic violence and 62% experience multiple forms of violence. Health indicators for women remain excessively poor, and women and men experience different vulnerabilities and health risks. Although there has been an increase in the number of women health workers and expansion of available health services, women face challenges in accessing health services due to poor health infrastructure and gender norms that place barriers on their access to health care. Over the past decade Afghanistan has made notable progress in establishing a coherent framework to eliminate gender inequality and social exclusion, e.g. through establishing the Ministry of Women’s Affairs in 2002 and ratifying the Convention on the Elimination of all forms of Discrimination against Women (CEDAW) in 2003. The Gender Unit within the MoPH Reproductive Health Directorate was established in 2006, later promoted to the Gender and Human Rights Directorate under the Policy and Planning General Directorate in 2013. Since 2006, multi-agency efforts have taken place for operationalizing the Gender-based Violence Information Management System (GBVIMS). In 2009, the National Action Plan for the Women of Afghanistan (NAPWA) was launched and the Elimination of Violence against Women Law (EVAW) came into effect
In 2013 the MoPH has signed an agreement with its three main donors to streamline their budgets through one single on-budget mechanism and start the process of sector wide approach. This agreement for funding both service delivery and health system development was called System Enhancement for Health Actions in Transition (SEHAT) that would continue till end of June 2018.
At the moment, SEHAT serves as a platform nation-wide project strengthening the national health system and building the capacity of MoPH both at central and provincial levels. The final outcome is that MoPH will be empowered to effectively perform its stewardship functions in the health sector.

Job Summary

To provide technical support to Gender Directorate of MoPH while in integration of gender in the health programing and the evaluations studies toward more effective health services provision keeping gender in consideration.

Duties and Responsibilities

Gender:
• Collaborate with program management and personnel to integrate gender throughout the program.
• To provide full technical support to gender unite on designing, developing gender strategy and policy to ensure gender in national health activities.
• Provide support in the development of gender operational manuals to ensure gender equity and sensitivity in manual.
• Provide technical support on conducting gender analysis of health interventions related to Basic Package of Health Services (BPHS), Essential Package of Health Services (EPHS), National hospitals.
• Provide technical support for GBV relevant survey, assessment and feasibility study.
• Conceptualize, plan and implement of gender M&E tools and activities.
• Maintain logical framework, M&E indicator plans and M&E Matrices for the MoPH gender projects.
• Coordinate with HMIS department regarding mutual side update on GBV data and reporting.
• Provide monthly and quarterly regular visit plan to Gender directorate for monitoring project activities in targeted provinces.
• Build the capacity of national and provincial health managers on gender mainstreaming in health programs.
• Provide technical support to the MoPH while to develop training materials on gender and gender integration.
• Provide technical support to design and conduct feasibility study, surveys and research as per request.
• Technical input for at least one thematic area under SEHAT project and provide troubleshooting support to relevant department of thematic areas.

Skills

• Excellent written and verbal communication skills in English language and fluent in a local language.
• Demonstrate computer skills (Ms. Office Package, and statistical packages SPSS and STATA).

Qualifications

• Having Bachelor degree form a recognized institution (degree attested by MoHE of Afghanistan) in the area of Gender, social sciences or other related field. Candidate holding master degree would be preferred.
• For Bachelor degree holder, at least 5 years and for Master degree holder at least 3 years post-graduation similar experiences in Public Health preferred gender programing with the government Non-governmental Organizations including UN agencies or Non-governmental organizations
• Excellent written and verbal communication skills in English language and fluent in a local language.
• Demonstrate computer skills (Ms. Office Package, and statistical packages SPSS and STATA).
