About Ministry of Public Health

Since 2002 three main donors of health sector, namely, The European Union (EU), the United States Agency for International Development (USAID) and the World Bank (WB) have played a pivotal role in financing health services and health system development in Afghanistan. Significant improvements have been made in the health sector of Afghanistan. Improvements are seen in the access to key maternal health services such as antenatal care (32% in 2006 to 54% in 2012) and institutional deliveries (15% in 2006 to 40% in 2012). Despite these major accomplishments, many challenges remain. For instance, full immunization coverage of children has not increased in the past half-decade regardless of the investments made in the Expanded Program on Immunization (EPI).
SEHAT is jointly financed by the World Bank, EU and the USAID. It is financing the implementation of the BPHS and EPHS through contracting out and contracting in arrangements both in rural and urban areas in provinces the project is also strengthening the national health system and MOPH’s capacity at central and provincial levels, so it can effectively perform its stewardship functions in the sector.

The MoPH’s Technology Road Mapping process focuses on the viability of emerging technologies, track records of off-the-shelf technical solutions and takes MoPH’s financial constraints into account. The aim of the IT is to enhance and promote MoPH’s Information Technology infrastructure and services so as to make it a leading digital ministry in the country.

The selected Candidate provides technical assistance for developing technical Specifications for standard IT system.
The IT Officer is accountable for the quality and cost effectiveness of all technical services within MoPH. He/she is responsible for the Managing of all aspects of Technical IT services.

Duties and Responsibilities

 Configuring Cyberoam, PABX Machines, Security Camera Systems, Video & Audio Conferencing Systems, Servers.
 Maintain network facilities in individual machines, such as drivers and settings of personal computers as well as printers.
 Ensure network connectivity throughout a company's LAN/WAN infrastructure is on par with technical considerations.
 To communicate effectively with internal and external parties regarding a wide range of IT service issues and, where necessary using expertise to present viable solutions and gaining buy-in from all concerned.
 To work with other senior managers to ensure that Technical and Network Policies and procedures are adhered to.
 To ensure business, clinical and IT operational risks are identified and appropriately reported, recorded and managed working closely with the IT administrator.
 To organize meetings, workshops and training sessions to develop the knowledge and skills of those both within and outside of the technical teams.
 finding creative ways to overcome technical challenges.
 Convey complex IT concepts and terminology clearly to both technical and non-technical staff, stakeholders and third-parties.

Skills

• Excellent written and verbal communication skills in English language and fluent in a local language;
• Having computer skills of MS programs.

Qualifications

• Having Bachelor degree in computer Science
• 2 year of Experience in IT or relevant field in governmental organization or private sector or non-governmental or donor agency.
• CCNA, MCSA Course Certificate is required.
• Excellent written and verbal communication skills in English language and fluent in a local language;
• Having computer skills of MS programs.
• Ability to travel in the provinces
• Standard Technical Specification for IT and Implementing plan is developed.
• Establish Standard Helpdesk section to improve services Maintenance and ensure devices are properly maintained on time.
• IT Inventory of the MoPH completed.
