PAE is responsible for the INL/Corrections System Support Program (INL/CSSP) that is funded by the US Department of State and is a non-for-profit organization. INL/CSSP is helping Afghanistan improve its Corrections system by providing technical assistance, advice and training to Afghanistan Corrections system professionals.

Job Summary

The Corrections System Support Program (CSSP) is seeking an individual to be based at the Balkh, Juvenile Rehabilitation Center (JRC) to serve as the Corrections Case Manager (Juvenile). Travel is a requirement of this position (security permitting).
The Corrections Case Manager (Juvenile) is responsible for the implementation of case management, classification, Juvenile Rehabilitation Center count system, file management, and staff mentoring. This position reports directly to the CSSP Juvenile-Senior Project Advisor in Kabul. The Corrections Case Manager (Juvenile) will develop and implement select strategies, policies, and plans that affect operations, delivery of services, and knowledge transfer relating to case management and prisoner classification. He/She will mentor and assist counterparts collect, verify, and analyze factual material in preparation for case management and classification summaries for prisoners.
Duties Include the development and formulation of appropriate individual program goals and prepares written reports based on reviews of written records and prisoners adjustments at the facility and accessed needs. Mentor and monitors Afghan counterparts to ensure the proper and timely identification of eligible prisoners for Presidential Decree consideration, and proper assessment of prisoners eligible to participate in available educational, vocational, industries, and other programming in support of the prisoner rehabilitation. Performs other related duties as assigned.

Skills

Demonstrate a working knowledge of Afghan criminal law and procedures. Ability to develop and maintains effective relationships; effectively works with difficult, hostile, or distressed people; is sensitive to tribal and cultural diversity, race, gender, sexual orientation, and individuals with disabilities. Must have excellent oral and written English, Dari, and Pashtu communication skills, including the ability to produce clear, logical, and concise reports. Skilled with Microsoft Office to include Word, Excel, Access, and PowerPoint.

Qualifications

Completion of a four (4) year degree from an accredited university in law and two years of relevant experience, or four (4) years of experience in an Afghan Rule of Law Program; Afghan Ministry; International Organization; or Non-Government Organizations (NGO) with demonstrated ability to present both verbally and in writing with clarity and precision to senior level executives.
