About Ministry of Agriculture Irrigation and livestock (MAIL)

The Ministry of Agriculture, Irrigation and Livestock is a key ministry of the Islamic Republic of Afghanistan that aims to develop the agriculture, irrigation and livestock of the rural and urban communities.
The Ministry is expected to lay the foundations for a long-term strengthening of local agriculture, to promote governance, to rebuild social capital and leadership within villages and neighborhoods, and to provide assistance for rehabilitation and development to communities
Agriculture is the foundational basis of Afghan society. Approximately 80% of the population is engaged in agriculture directly or in secondary or tertiary activities. It is in this sector that the future of Afghanistan’s wealth and potential for capital accumulation resides. While some of Afghanistan’s former agricultural infrastructures have been restored, considerably more, remains to be done. Lack of agriculture technology, infrastructure, and difficulty in accessing markets by farmers still remain as challenges in the sector. This is in spite of the enormous potential of agriculture as the sector that can drive economic growth.

The Agro-based Community Resilience and Livelihoods Improvement Program (ACRILIP) is a joint program between the United Nations Development Program (UNDP), and the Ministry of Agriculture, Irrigation, and Livestock (MAIL). The program aims at building and strengthening resilience of rural communities by improving their current livelihoods and providing them with alternative livelihood options.

Job Summary

Under the overall guidance of the Minister of Agriculture, Irrigation and Livestock, and working closely with the responsible UNDP relevant Program Chief of Section based in Kabul, the Executive Director is responsible for managing the implementation of projects under the National Argo-based Community Resilience and Livelihood Improvement Program.

S/he will guide staff to facilitate harmonization of activities with the government and other stakeholders to maximize results. In addition, s/he will take a holistic view of the program across projects and ensure program development, management, administration and staff development.

Duties and Responsibilities

Under the overall guidance of the Minister of Agriculture, Irrigation and Livestock, and working closely with the responsible UNDP relevant Program Chief of Section based in Kabul, the Executive Director is responsible for managing the implementation of projects under the National Agro-based Community Resilience and Livelihood Improvement Program.

S/he will guide staff to facilitate harmonization of activities with the government and other stakeholders to maximize results. In addition, s/he will take a holistic view of the program across projects and ensure program development, management, administration and staff development.

The Executive Program Director will perform the following functions:

Program Management – Financial, Administrative and Human Resources:

• Ensure that projects implementations within the Program take places to highest possible technical standards, within the timelines and sequencing as defined in AWPs and projects implementation plans and according to appropriate national laws, rules and regulations
• Ensure that Program’s organizational structure, operational policies and other business processes are sound and able effectively to deliver on the strategic objectives defined in the Program Document
• Exercise authority over personnel and human-resource matters and further strengthen performance management by tracking key performance
• Maintain a positive work environment that facilitates collaboration and information sharing
• Co-chair Projects’ steering committees and will act as secretary for the Program Board meetings
• Effectively manage operational and or financial matters to deliver services as defined in the Program documents as well as in projects AWPs
• Make sure AWPs and other projects documents are prepared on timely basis;
• Prepare multiyear resource projections for the transparent management of resources;
• Responsible to request advances, payments and contracts from UNDP according to Program Document;
• Lead monitoring of project plans;
• Participate in selection of UNDP-contracted projects staff and consultants as relevant;
• Provide comments and feedback on job descriptions and terms of references;
• Request cash advances and direct payments from UNDP;
• Certify and sign all financial requests (for cash advances and direct payments) in hard copy and in UNDP format;
• Prepare and submit financial reports (FACE) to UNDP, certify and sign all financial reports in hard copy and in UNDP format;
• Certify Combined Delivery Report (CDR), sign on behalf of IP.

Program Planning, Implementation, Monitoring and Evaluation

• Lead the project team whether staff and short-term consultants, in both substantive and operational issues ensuring optimization of human and financial resources and nurturing a culture of results with highest performance standards
• Develop the necessary strategic documents including program document, program planning and implementation, such as policy papers, concept notes, etc.;
• Get the Program Document approved by MAIL and UNDP;
• Responsible for the management and delivery of Program activities to achieve program outputs;
• Ensure gender is integrated and mainstreamed throughout the program outputs;
• Develop communications strategy and make sure it is used by all projects under the program portfolio;
• Ensure the timeliness and quality of the outputs as well as timely preparation of reports on achievements and challenges faced within the project;
• Monitor and oversee each project activities to be in congruent with the projects documents
• Ensure compliance with donors’ agreements;
• Effectively manage risk, including, but not limited to, the development of rigorous management and communications systems to ensure the implementation of and strict adherence to Board decisions and other Program’s policies in a timely manner
• Ensure the participation and involvement of relevant stakeholders in program implementation so that the process is inclusive, participatory and transparent;

Advocacy, Partnerships and Resource Mobilization:
• Establish and maintain partnerships with stakeholders (government, UN agencies and donors);
• Support the projects in mobilization of resources from different partners, including the preparation of strategies, program and projects briefs and project documents, organization of regular donor meetings and field visits;
• Establish systematic coordination mechanisms with MAIL directorates and projects as well with UNDP and other stakeholders
• Provide leadership and advocate to address policy related issues and other challenges to ensure sustainability of the Program;
Outputs:
• Successful management and delivery of the projects under the National Agro-based Community Resilience and Livelihood Improvement Program;
• Timely submission of quality progress reports to MAIL, UNDP and donors according to the agreed requirements;
• Effective partnership built with national and international counterparts for successful implementation of the program;

Skills

• Minimum-10 years of professional working experience in managing similar programs or projects
• Demonstrated ability to assess, supervise and co-ordinate technical work in livelihoods, reintegration and recovery;
• Experience in conducting needs assessments and program design;
• Experience in project and team management;
• Experience in results-based management, monitoring and evaluation
• Familiarity with UNDP rules and procedures would be an advantage

Qualifications

• Advanced University Degree (Masters) in Business Administration, Management and Leadership, Public Administration, Political Sciences, Social Sciences or related field.
