The United Nations World Food Programme (WFP) is the world's largest humanitarian Agency, fighting hunger worldwide. WFP has been working in Afghanistan since 1963. In 2014, WFP fed over 3.6 million vulnerable Afghans and our operations include: capacity building, Purchase of Progress (P4P), Food Voucher, Food for Assets, Food for Work, Food for Training, Food for Education, Mother-and-Child Health and Nutrition and Emergency Relief. WFP food assistance aims to help the most vulnerable, food insecure Afghans, including women and children, as well as families affected by conflict and natural disasters.
The United Nations World Food Programme (WFP) is seeking an Afghan national who is an expert on food systems to be a part of a research team to prepare the National Zero Hunger Strategic Review of food security and nutrition in Afghanistan. The National Zero Hunger Strategic Review is an independent, analytical and consultative exercise that identifies the key challenges Afghanistan faces in achieving zero hunger, and provides prioritized areas for action for all humanitarian and development partners, including WFP.
A Team Leader leads research team in the National Zero Hunger Strategic Review process in close consultation with the Lead Convener. The research team will be composed of experts in food security, food systems and nutrition.
The purpose of the National Zero Hunger Strategic Review is to:
•Provide advice to the Government of Afghanistan on the acceleration of progress toward eliminating food insecurity and malnutrition in line with the relevant national and provincial policies/strategy documents (e.g. National Comprehensive Agriculture Development Priority Programme, Afghanistan Food Security and Nutrition Agenda AFSANA, etc.), and Sustainable Development Goal No. 2 (SDG 2), to “end hunger, achieve food security and improved nutrition, and promote sustainable agriculture” and the Zero Hunger Challenge.
•Provide inputs for the Common Country Assessment and the preparation of the next United Nations Development Assistance Framework (UNDAF) which will form the overall vision of the United Nations Country Team’s (UNCT) work in Afghanistan after 2019 to support the Government’s development priorities.
•Enhance the engagement of UN agencies with national and provincial governments on food security and nutrition and support the alignment of WFP’s strategic orientation to national and provincial development goals, identifying opportunities for WFP’s contribution to the recommended actions based on WFP’s institutional mandate and corporate Strategic Plan.
The findings and the recommendations of the National Zero Hunger Strategic Review feed into the Country Strategic Plan (CSP) which details a WFP Country Office’s strategic and programmatic plans for supporting national priorities for zero hunger.
To be the lead expert on food systems in Afghanistan and through secondary research and from a series of provincial consultations with a wide group of stakeholders (Government, UN, NGOs, international financial institutions, donors, civil society and private sector) provide input to the Strategic Review document in partnership with experts on food security and nutrition.
The main goal of the food systems consultant is to conduct technical research and prepare a strategy for the Government of Afghanistan to address the 1st and 3rd Pillars of the Zero Hunger Challenge which are:
All Food Systems are Sustainable: From Production to Consumption: Sustainable food systems deliver food security and nutrition for all in such a way that the economic, social and environmental bases to generate food security and nutrition for future generations are not compromised. The effects of climate change will require sustainable and climate-compatible agriculture practices, including through diversifying production.
Adapt All Food Systems to Eliminate Loss or Waste of Food: Minimizing food losses during production, storage and transport, and waste of food by retailers and consumers; empowering consumer choice; commitments by producers, retailers and consumers within all nations.

Duties and Responsibilities
•Reporting to the Team Leader and working with the other consultants with inputs from a Technical Advisory Group, the Consultant will:
•Develop a workplan that outlines roles and responsibilities in line with the approved timeline for the Strategic Review.
•Through a literature review and consultations with experts in national food systems, agriculture and nutrition, and in line with the Government’s priorities for achieving SDG two, prepare draft chapter that outlines the existing food systems in Afghanistan, achievements to date and gaps or areas of concern around national food systems.
•Participate in some of the provincial and national consultations; documenting feedback for stakeholders and incorporating key findings and observation into the strategic review.
•Based on the outcomes of provincial and national consultations, draft a strategy for addressing the current gaps and the way forward for achieving the SDG 2 outcomes by 2030.
•Other as required.

•Has worked on Strategy and Policy development with any UN or International Organizations.
•Has implemented or provided consultation to any research and worked with any other consultants on strategy and policy development.
•Has proven research expertise and work experience in national food systems development, implementation and evaluation, including publications in academic journals.
•Has participated and assisted in negotiations for contributions and partnership agreements with donors and host governments, in line with internal policies and external regulations
Education: Advanced University degree in Agriculture, International Development, Food Security, or other relevant field, or First University degree with additional years of related work experience and/or training/courses.
Language: Fluency (level C) in English language and in Dari and/or Pashto.
