Customs and Tax Academy provides world-standard training and workshops to customs officers on the various technical and managerial subjects in customs. CTA is the core training institution formed to train and up-skill the staff of Afghanistan Customs Department (ACD).

CTA’s vision is to become a centre of excellence that offers world class tuition and facilities to a broad range of students. To achieve this, their focus will be on the development and delivery of technical skills that meet every staff member’s individual career and organizational needs.

CTA is responsible in managing, organizing and implementing capacity building related initiatives of ACD for both its central and regional staff.

Job Summary

To work with the Customs and Tax Academy (CTA) trainers as well as Afghanistan Customs Department (ACD) subject matter experts to develop curriculum and learning programmes so that the competence development needs identified in the skills development strategy and learning needs analysis can be met. The incumbent is required to develop appropriate learning methodologies and training material to best suit the requirements of the ACD.

Duties and Responsibilities

 Liaise with the CTA trainers and facilitators to determine the type of curriculum, learning methodology and learning programme that is required;
 Liaise with ACD subject matter experts to obtain the information required to be included in the learning programme;
 Undertake the necessary research to prepare for the development of the training material;
 Develop the learning programme so that the learning outcomes will be achieved within the selected learning methodology;
 Discuss the draft learning programme with the subject matter experts, relevant ACD business managers and the CTA trainers and make amendments as required;
 Ensure that the learning programme includes effective assessment and evaluation techniques and subscribes to the principles of adult learning;
 Ensure that the learning programme comply with the standards and quality requirements set out in the CTA policies
 Integrate/ ingrain the ACD vision, values and strategic objectives in all course materials.
 Obtain sign-off from relevant ACD senior business manager to ensure content is aligned with ACD strategies and processes.
 Brief the trainer/s on the learning programmes if a formal training course, so that they understand the delivery requirements;
 Sit in on the first training course to assess the learning programme and make amendments as required;
 Evaluate the effectiveness of the learning programme and its impact on the performance of ACD.
