This Additional Financing for Second Customs Reform and Trade Facilitation Project is focusing on providing assistance to improve the overall governance environment of the Afghan Customs Department (ACD) by addressing priorities identified in the Governance and Accountability Action Plan (GAAP) matrix.
The project is associated with the further roll out of specialized functional modules of the Automated System for Customs Data (ASYCUDA) to the remaining Customs stations, automation of management functions, installation of executive management systems, set up of trans border data exchange systems and the construction of essential physical infrastructure and equipment for the Afghan Customs Department (ACD).
To address some of the priority governance concerns, the project is providing assistance to improve the regulatory framework through a comprehensive legislative review and setting up mechanisms of government level coordination for legislative reforms, developing a compliance and enforcement capacity for ACD, and assisting with revising and then monitoring progress on the Customs Five Year Plan. The project will also assist the government in improving coordination and clarifying roles and responsibilities of various agencies present at the border and continue to improve donor coordination within the framework of the Informal Customs Network (ICN
The primary objective of the Post Clearance Audit (PCA) Auditor is to provide technical guidance to the ACDS’s PCAU to complete Risk Based Compliance post clearance audits which will influence the compliance behavior of those dealing with the Afghan Customs Department (ACD).
This includes the control of customs brokers, importers, and exporters through the retrospective examination of Customs transactions and undertaking comprehensive assurance audits at business premises. Areas targeted will include compliance checks and systems checks, including those areas that are deemed to be of immediate priority to ensure that the ACD’s strategic objectives related to compliance management and revenue collection are met.
All technical advice and activities are to be in conformity of the World Customs Organizations (WCO) Post Clearance Audit Guidelines and other International Agreements that Afghanistan is a signatory to that impact the role.
The PCA Auditor (Specialist), will have overall responsibility of supporting the PCAU and will work in on a daily basis in close consultation with the WCO, ATAR (or any donor funded project) PCAU Manager and other members of the PCAU.
The main responsibilities of the position are to ensure that the annual audit plan is prepared based on the Risk Based Compliance Strategy and executed according to the plan and that all PCA activities undertaken in a professional manner with all due process followed within prescribed time limits and in compliance with all relevant laws and regulations.
Upon completion of PCAU activities, the PCA audit Specialist will review results and performance and make any recommendations for appropriate actions and improvements to the Director Operations.

Duties and Responsibilities
In close consultation with the Manager PCAU provide specialist advice and assist with conducting the following tasks:
• Work with the Risk Management team to develop a Risk Based Compliance Framework
• With the support of the WCO and ATAR (or any donor funded project), develop a framework for an Authorized Economic Trader concept (as required by the WCO and WTO) and once approved, support ACD in a phased implementation
• Provide practical and technical support in PCA through the;
o Analysis of all relevant trader information to ascertain risk levels for compliance audits, prepare the annual Post Clearance Audit plan and provide guidance and for the preparation and conducting of post clearance audits.
o Provide oversight and actively participate in post clearance audits at client premises including documenting and analyzing selected entities automated systems and business process flows related to financial transactions, stock control and supply chain security controls
o Prepare detailed audit work papers that clearly identifies the work performed, including the nature, timing, extent, and results of the procedures performed, the purpose and source of the information obtained, and the conclusions the auditors reached, in accordance with PCA standards
o Prepare formal PCA reports with recommendations and participate in PCA Close-Out Interviews and Post Report feedback and follow-up activities with the clients to assist with improving their internal control schemes for higher levels of compliance.
• Develop and propose guidelines for the post clearance auditor’s conduct at company premises (with the new ACD Professional Standards Unit).
• Identify and assist with obtaining information, capacity building from external sources and professional bodies as required
• Activate the ASYCUDA blue lane and PCA module for capturing of PCA results (if possible)
• Provide technical advice to the Director Operations related to the structure and functions of staff in the PCAU to meet the ongoing future needs of the PCAU and the ACD.

• Implement trader awareness session and change management to prepare them for PCA

Reporting: The PCA Specialist will be working closely with the PCA sub-directorate. The specialist will be directly reporting to the Director of Operations.
Bachelor's degree is required. (Preferably Accounting or Audit, Finance or Commerce related)
Master degree or specialist certification relevant to the role (Customs Administration, Accounting or Auditing) is highly desirable.
Minimum 5 years of working experience in auditing, risk management and auditing trade environment. Must be able to communicate effectively with senior executives, regulatory authorities, and other ACD staff.
High levels of Customs Technical knowledge, familiar with WCO PCA guidelines and risks associated with WTO Valuation, HS Classification, Rules of Origin and Duty Exemptions as well as high level knowledge of International Trade terminology and activities undertaken by traders to avoid customs controls and the payment of revenue due to the government
