A major portion of deliverables of the Global Partnership for Education (GPE) Afghanistan program relates to General Education, which requires close and constant coordination among various departments. The incumbent will work closely with Deputy Minister for General Education to coordinate implementation details of GPE programs across the thirteen provinces.

Duties and Responsibilities
Policy Framework Development and Implementation
a. Review GPE Afghanistan Program document and NESP III and EQUIP II to make sure the alignment of social mobilization strategy objectives are in place
b. Conduct a comprehensive desk research of the developed social mobilization related documents to avoid overlapping of activities
c. Seek advice of MoE relevant departments in the formulation of strategy
d. Draft social mobilization strategy considering all social mobilization gaps at national and sub-national levels
e. Draft strategy implementation guidelines/plan for social mobilization strategy
The consultant will be required to present:
An inception report and draft work plan after four weeks of the assignment to the GPE Coordination Unit and MoE relevant department
Submit first draft after six weeks of the assignment to the GPE Program Coordination Unit and MoE relevant departments
Review/revise the draft after receiving comments from MoE relevant departments
Submit a final draft of social mobilization strategy to the GPE Program Coordination Unit and MoE relevant departments
Excellent interpersonal, communication, team work, & presentation skills are required. Ability to communicate effective & maintain rapport with all level of employees is required. Excellent computer skills-Word, EXCEL, power point; plus the ability to quickly learn various on reporting systems is required.
Bachelor’s degree from accredited institution in business administration, educational management or related technical field preferable. Master’s degree preferable. Minimum of five (05) years of progressively responsible professional experience at national level in education provision, policy and/or planning. Extensive experience in social and community mobilization
