PAE is responsible for the INL/Corrections System Support Program (INL/CSSP) that is funded by the US Department of State and is a non-for-profit organization. INL/CSSP is helping Afghanistan improve its Corrections system by providing technical assistance, advice and training to Afghanistan Corrections system professionals.

The Corrections System Support Program (CSSP) is seeking an individual to be based in the Kabul, Afghanistan office to serve as Senior Project Advisor (Juvenile). Travel is a requirement of this position (security permitting).

The Senior Project Advisor (Juvenile) is responsible for the overall management, control, coordination and execution of the CSSP Juvenile Team, and reports directly to the CSSP Senior Project Advisor-Manager.
The Senior Project Advisor (Juvenile) will work closely on issues related to juvenile prisoners in support of the Ministry of Justice, Juvenile Rehabilitation Directorate (JRD). These duties will include mentoring the JRD Director and JRC Commanders; bolstering organizational development; and focused on implementing a JRD-led nationwide training program for Juvenile Rehabilitation Center (JRC) personnel. The Senior Project Advisor (Juvenile) will work with the JRD to improve conditions for juveniles in Afghan facilities to including vocational and education programs.
This position supervises the work and coordinates the activities of the assigned subordinate Afghan Project Advisors, Translators/ Interpreters engaged in the development and implementation of culturally appropriate, sustainable, and sound correctional practices for juvenile prisoner populations throughout Afghanistan. Additional duties included ensuring comprehensive mentoring and instruction, is provided to the Juvenile Rehabilitation Directorate (JRD) resulting in sustainable knowledge transfer. Organizes work, sets priorities and determines resource requirements; determines short-term/long-term goals; coordinates with other organizations to accomplish goals; monitors progress and evaluates outcomes.
Liaise with senior Afghan government officials and provide mentoring, analytical services and support when necessary. Develops and implement strategies, policies, and plans that affect program operations. Coordinate and oversee the submission of weekly, monthly, and quarterly reportings. Prepares summary written reports based on reviews of records; conducts data collection, and generates analytical reports
Develops and implement continuing education and training programs for the professional development of Afghan personnel. Ensure the work of each Afghan staff member in his/her team is reviewed and evaluated and that regular feedback guidance is provided. The Senior Project Advisor (Juvenile) must adhere to have; a full and in-depth understanding of INL/CSSP procedures and policies; a broad management background; and strong leadership skills. Performs other related duties as assigned.

Skills

Demonstrate a working knowledge of Afghan criminal law and procedures. Ability to develop and maintains effective relationships; effectively works with difficult, hostile, or distressed people; is sensitive to tribal and cultural diversity, race, gender, sexual orientation, and individuals with disabilities. Must have excellent oral and written English, Dari, and Pashtu communication skills, including the ability to produce clear, logical, and concise reports. Skilled with Microsoft Office to include: Word, Excel, Access, and PowerPoint.

Qualifications

Completion of a four (4) year degree from an accredited university in a relevant field and/or three (3) years of experience in an Afghan Rule of Law Program; Afghan Ministry; International Organization; or Non-Government Organizations (NGO) as an administrator, supervisor, or project advisor. Up to two- years’ experience can be substituted for candidates with a relevant graduate level degree from an accredited university. Demonstrated ability to present both verbally and in writing with clarity and precision to senior level executives.
