Since 2002 three main donors of health sector, namely, The European Union (EU), the United States Agency for International Development (USAID) and the World Bank (WB) have played a pivotal role in financing health services and health system development in Afghanistan. Significant improvements have been made in the health sector of Afghanistan. Improvements are seen in the access to key maternal health services such as antenatal care (32% in 2006 to 54% in 2012) and institutional deliveries (15% in 2006 to 40% in 2012). Despite these major accomplishments, many challenges remain. For instance, full immunization coverage of children has not increased in the past half-decade regardless of the investments made in the Expanded Program on Immunization (EPI).
SEHAT is jointly financed by the World Bank, EU and the USAID. It is financing the implementation of the BPHS and EPHS through contracting out and contracting in arrangements both in rural and urban areas in provinces the project is also strengthening the national health system and MOPH’s capacity at central and provincial levels, so it can effectively perform its stewardship functions in the sector.

Job Summary

The Advisor strengthens the health system through ensuring the development of effective national level health related policies and strategies, as well as, short term and long term planning and reporting. The incumbent will work under the supervision of the Director of Planning in close coordination with other relevant departments and stakeholder of the MoPH.

Duties and Responsibilities

• Ensure the institutionalization of effective planning and reporting initiatives as per the GoIRA and MoPH policies.
• Ensure the provision of meaningful technical support to all the departments of the MoPH during the process of long term and short term plan development.
• Facilitate and coordinate the process of development of effective health related policies and strategies.
• Ensure the provision of useful guidelines; tools and processes related to the planning and reporting undertakings us per the MoPH policy while ensuring the good functioning and productivity of the different task forces, working groups and workshops.
• Review and provide technical inputs for the various departments of MoPH for improving the quarterly plans and reports of the MoPH.
• Ensure the provision of evidence-based planning and reporting.
• Improving the management of system of the Director of Planning and support team building.
• Review the policies, strategies, programs and other relevant documents of concerned partner organizations to provide feedback and to make sure that their policies and guidelines are in line with the MoPH criteria and principles.
• Ensure effective evidence-based management of the related projects.
• Ensure the development of the needed capacity of the Planning Directorate staff and the Provincial Public Health Directorates on key areas such as planning and budgeting, and effective provision of relevant tools, procedures and guidelines
• Ensure the provision of designing, planning, coordination and facilitation of national workshop(s) on effective planning
• Provide support in improving the capability of the MoPH to deliver quality, effective and efficient health services and public health interventions through streamlining its internal procedures
• Any other relevant task(s) assigned by the General Director of Policy and Planning


• Excellent team management, communication and interpersonal skills.
• Excellent written and oral English with professional proficiency in one of the official local Languages
• Proficiency in utilization of Microsoft Office, Internet browsing and Email access.
• Being able to travel to provinces


Bachelor’s degree with four years of past graduated experience or Master’s degree with three years of experience in planning or health system management with the government or Non-governmental Organizations (NGOs) or donors or UN agencies
• Experience in developing health-related policies, strategies, and regulations
• Good report and proposal writing skills
• Excellent team management, communication and interpersonal skills.
• Excellent written and oral English with professional proficiency in one of the official local Languages
• Proficiency in utilization of Microsoft Office, Internet browsing and Email access.
• Being able to travel to provinces
