Tendering Senior Advisor for PPP Unit

About Ministry of Public Health

Since 2002 three main donors of health sector, namely, The European Union (EU), the United States Agency for International Development (USAID) and the World Bank (WB) have played a pivotal role in financing health services and health system development in Afghanistan. Significant improvements have been made in the health sector of Afghanistan. Improvements are seen in the access to key maternal health services such as antenatal care (32% in 2006 to 54% in 2012) and institutional deliveries (15% in 2006 to 40% in 2012). Despite these major accomplishments, many challenges remain. For instance, full immunization coverage of children has not increased in the past half-decade regardless of the investments made in the Expanded Program on Immunization (EPI).
SEHAT is jointly financed by the World Bank, EU and the USAID. It is financing the implementation of the BPHS and EPHS through contracting out and contracting in arrangements both in rural and urban areas in provinces the project is also strengthening the national health system and MOPH’s capacity at central and provincial levels, so it can effectively perform its stewardship functions in the sector.

In National Health Policy (2015-2020) under area 2. Institutional Development, MoPH has emphasized on how to best improve efficiency and equity of public spending through rational resource allocation and use, public-private partnerships and effective targeting of beneficiaries of public funding. Thus, MoPH has established Public-Private Partnership PPP Unit being supported by SEHAT Project to provide quality secondary and tertiary healthcare to Afghan citizens through engaging private investors.

To achieve this priority, the position of Tendering Senior Advisor has been planned to hire under MoPH/SEHAT project.

Job Summary

The Tendering Senior Advisor will be expected to provide technical support related to procurement processes of PPP Unit from the inception to the end of procurement process.

Duties and Responsibilities

• Advise management on the planning of the PPP projects;
• Assist the PPP Unit in preparing project plans and the implementation to reflect the major stages in the procurement process: negotiation, drafting and signing contract including contract closing dates;
• Prepare tendering documentation and selection and evaluation procedures;
• Elaborate relevant documentation in compliance with the Afghanistan Procurement Law and the procurement procedures;
• Diligently advise on the risks and rewards related to the project from inception to the signing of the PPP agreement and financial closure, to ensure that the project is affordable to the MoPH, provides an optimal value for money as well as appropriately allocates risk to the private party;
• Assist the PPP Unit in setting up a record keeping system for all prior review and especially post review contracts;
• In consultation with procurement department, manage the PPP into the term of the PPP agreement and plan, specifically in:
 Prepare appropriate Standard Bidding Documents (SBDs), Expression of Interest (EOI) and Request for Proposals (RFP);
 Effecting appropriate hand-over to the MoPH PPP Unit contract management team;
 Assisting in developing and monitoring the results achieved in each PPP contract.
• Advise on tender management and documentation of all information system necessary for the proper planning and implementation of the project in a form acceptable for audit purposes;
• Advise management team to notify the potential bidders and consultants of bidding opportunities through advertisements and letters, emails, etc.
• Participate in bid opening sessions, evaluating bids and proposals, and ensuring that the appropriate guidelines are followed;

Skills

• Excellent written and verbal communication skills in English language and fluent in a local language;
• Demonstrate computer skills (Ms. Office Package).

Qualifications

• University degree (the degree attested by MoHE Afghanistan).
• 5 years working experience in procurement/tendering at the government, or UN agencies or Non-governmental organizations or companies.
• Experience in evaluating and negotiating complex agreements; developing negotiation charter and protocol covering advantages, disadvantages and implications of each negotiating point for consideration by the client(s).
• Excellent written and verbal communication skills in English language and fluent in a local language;
• Demonstrate computer skills (Ms. Office Package).
